Scope of Work
This project involves comprehensive roof repairs and replacement across six Bachelor Enlisted Quarters (BEQ) buildings.
- Buildings HP255 and HP265: Replacement of existing shingle roof systems with new aluminum standing seam metal roofs. This includes removal of existing systems, replacement of damaged decking, installation of new underlayment, drip edge, elastomeric expansion joints, vented ridge caps, and permanent fall protection.
- Buildings HP51, HP53, HP55, and HP57: Installation of new asphalt shingle roofs. This involves removal of existing components, replacement of damaged decking and truss framing, installation of new ice and watershield, architectural asphalt shingles, metal drip edge, fascia, vented vinyl soffit, vented ridge caps, gutters, downspouts, and new expansion joints.
- General Requirements: Demolition of dormer over-builds to the roof deck, removal of existing antennas and lightning protection (not reinstalled), and replacement of existing roof exhaust fans. Contractors must field-verify all measurements and conditions. The facilities will remain operational, requiring minimal interference.
Contract Details
- Contract Type: Combined Synopsis/Solicitation (Firm Fixed-Price).
- Estimated Value: Between $5,000,000 and $10,000,000.
- Period of Performance: 360 calendar days after award.
- Liquidated Damages: $880.00 per calendar day for delays.
- Bonds: Bid bonds (20% of proposal amount for offers $150K+) are required with proposals. Payment and/or performance bonds will be requested at award.

All markups (overhead, labor burden, and profit) must be included in the ELINs.
