This is a combined synopsis/solicitation (Request for Quote - RFQ) for RSMeans Online Subscription Software in support of the DLA Enterprise. This announcement constitutes the only solicitation, and quotes/proposals are being requested. A written solicitation will not be issued separately. Justification and Approval for Other Than Full and Open Competition

This document justifies and approves the renewal of brand name specific RS Means Online (RSMO) concurrent software subscription license maintenance for the Defense Logistics Agency (DLA). This action is being taken for other than full and open competition because RS Means (dba The Gordian Group) is the sole manufacturer and provider of this specific software and its associated licenses and training.
