Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for monthly cleaning services for pharmacy compounding cleanroom spaces at the Manchester, NH VAMC. The services must meet VA pharmacy policy and USP 797/800 cleanroom regulations. This solicitation is issued as a Request for Quotation (RFQ) and is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside.

• Monthly triple top-down cleaning of pharmacy compounding cleanroom spaces (Anteroom E 124, Chemo hood room E 123, IV compounding positive pressure room E 125).

• Cleaning includes ceilings, walls, floors, designated surfaces, equipment (including refrigerators), doors, glass windows, bins, and shelves.

• Specific cleaning agents (Vesphene, LPH, Peridox) and IPA/D/I Water are required.

• Cleaning of three primary engineering controls (PECs): 2 Compounding Aseptic Containment Isolators (CACIs) and 1 Compounding Aseptic Isolator (CAI).

• Services must comply with USP Chapter 797/800 guidelines and be performed by trained personnel.

• Contractor must provide all necessary materials, equipment, tools, and supplies.

• Availability for emergent, off-schedule cleanings is required.

• Contractor personnel require background investigations (NACI level) for access to VAMC facilities.

• 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside.

• The solicitation document and incorporated provisions and clauses are effective through Federal Acquisition Circular 2025-06.

• Past performance will not be considered in this simplified acquisition procurement.
