Amendment / Modification

This amendment (0001) to Solicitation #36C25926Q0261 for Trash Removal and Recycling Services at the Grand Junction VA Medical Center introduces the following changes:

• Addition of Line Item 0002: A recurring line item for the monthly rental of an 8-yard compactor (including installation and removal costs) has been added for all contract years (Base through Option Year 4).

• Deadline Extension: The response deadline for quotes has been extended from March 24th to March 27th, 2026, at 12:00 PM Mountain Time.

• Questions and Answers: Responses to vendor-submitted questions are included.

• The solicitation's line items have been updated to include the new compactor rental line item (0002, 1002, 2002, 3002, 4002).

• The response date/time has been modified.

• A new section containing Questions and Answers has been added.

• Bidders must now include pricing for the monthly 8-yard compactor rental in their quotes for all option years.

• The deadline for submitting quotes is now March 27th, 2026, at 12:00 PM Mountain Time.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ #: 36C25926Q0261) for Trash Removal and Recycling Services for the Grand Junction VA Medical Center. The government intends to award a firm-fixed-price contract. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. The government reserves the right to make no award.

The contractor shall provide labor, material, equipment, and supervision for trash removal and recycling services. This includes:

• One (1) 8-yard compactor (emptied 3x/week + additional as needed), with twice-yearly replacement and power washing of the cement area.

• Two (2) 8-yard trash bin containers (emptied 2x/week).

• One (1) 30-yard roll-off dumpster (emptied 2x/month + additional as needed).

• Disposal fees for the 30-yard dumpster (estimated 4 tons/haul, up to 30 hauls/year).

• Twelve (12) 96-gallon recycling carts (emptied 1x/week for aluminum, paper, plastic, tin).

• One (1) baler for cardboard (leased, not purchased), with bi-weekly pick-ups. Installation, maintenance, and hauling costs are included.

• Recycling of wooden pallets (2x/month), ensuring they are not destroyed and are taken to a recycling facility.

• Contract Type: Firm-Fixed Price

• Period of Performance: Base Year (5/1/2026 – 4/30/2027) with four (4) Option Years.

• Total duration, including options, shall not exceed 5 years, 6 months.

• Site Visit: Strongly encouraged, March 16th, 2026, 10 AM MST. Contact Medardo Recibe (medardo.recibe@va.gov) to confirm attendance and get location details.

• Questions Deadline: March 18th, 2026, 12:00 PM MST. Submit questions via email.

• Quotes Due: March 24th, 2026, 12:00 PM MST. Submit via email to stephanie.cahill@va.gov (4MB email limit). Faxed or hand-carried quotes will not be accepted.

• Evaluation: Award will be made to the responsible offeror whose offer is most advantageous, considering technical capability and price. Technical capability is paramount; offers not meeting requirements will not be selected regardless of price. The government may not award to the lowest priced offeror.

• Submission Requirements: Quotes must include Volume I (Technical Capability) with cut sheets/specifications and Volume II (Price) with the completed pricing schedule.

• This solicitation is a 100% set-aside for Small Business concerns.

• NAICS Code: 562111 (Waste Collection), Size Standard: $47 million.

• Offerors must be registered in the System for Award Management (SAM).

• All questions will be answered via solicitation amendment.

• Offerors are warned against contacting VA personnel other than the Contracting Officer or Contract Specialist.

• Award will be made on an All or Nothing Basis.
