Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW details the requirements for a turn-key design, engineering, supply, delivery, installation, assembly, set-up, and training for a crossdraft-style sanding booth at Tobyhanna Army Depot (TYAD), Tobyhanna, PA.

• The Contractor shall provide all materials, supplies, freight, delivery, tools, equipment, consumables, labor, and supervision.

• The new booth must incorporate the latest technology improvements and be a minimum of 39 feet long by 16 feet wide and 14 feet high inside, accommodating up to four workers.

• The system includes the crossdraft booth, air filtration system (not dust collection), front bifold door, rear roll-up door, personnel doors, interior LED lighting, central vacuum system, compressed and breathable air connection points, engineering and design, site preparation, and installation.

• The system must meet National Electrical Code (NEC) Standard for Class 1, Division 1 Environment due to fibrous dust explosivity tests.

• The booth shall be a crossdraft-style with three-stage filtration plus a fourth stage for VOC filtration.

• Explosion-proof OSHA-approved LED emergency exit lighting and illuminated exit signs are required.

• Electrical, compressed air, and breathable air connectivity will be supplied by the Government up to exterior connection points.

• The contract period of performance is 360 days from the Notice to Proceed (NTP).

• Installation area is an existing building at Tobyhanna Army Depot, Tobyhanna, PA 18466.

• Site visit is required.

• Technical questions must be submitted in writing prior to the due date.

• Contractor must provide a to-scale full-assembly layout drawing package within 45 calendar days of award.

• Contractor shall provide training for sanding booth operator personnel (up to six) and maintenance personnel (up to four).

• Contractor shall provide O&M Manuals and Parts Manuals.

• A one-year warranty on the system, components, installation, and workmanship is required.

• The contractor must comply with all applicable OSHA, NFPA, UFC, and local codes, including hazardous location classification for Class 1, Division 1.

• Safety requirements include adherence to OSHA General Industry Standards, lock-out/tag-out procedures, and specific safety standards for TYAD.

• Environmental requirements include air pollution control, asbestos-free materials, backflow prevention, no burning of refuse, compliance with recycled-content material regulations, and protection of cultural resources, drinking water, and endangered species.

• Security requirements include background checks, depot access procedures, and compliance with AT OPSEC requirements.

This Statement of Work (SOW) details the requirements for a turn-key design, engineering, supply, delivery, installation, assembly, set-up, and training for a crossdraft-style sanding booth in an existing building at Tobyhanna Army Depot (TYAD), Tobyhanna, PA.

• The project involves installing a new crossdraft sanding booth in Building 30.

• The booth must be a minimum of 39 feet long, 16 feet wide, and 14 feet high inside, capable of accommodating up to four workers.

• The system includes the crossdraft booth, air filtration system (not dust collection), front bifold door, rear roll-up door, personnel doors, interior LED lighting, central vacuum system, and compressed/breathable air connection points.

• Site preparation, installation of new equipment, and auxiliary equipment are required.

• Additional accessories/options may include fire protection, fall protection, and pull-down hose reels.

• The system must meet National Electrical Code (NEC) Standard for Class 1, Division 1 Environment due to dust explosivity test results.

• Electrical controls must be a minimum of Type 12 NEMA rated.

• The booth must comply with applicable OSHA, NFPA, UFC, and Local codes, including standards for Ventilation, Occupational Noise Exposure, and Air Contaminants.

• The system must be designed for 480V/3 Phase/60 Hz or 208V/3 Phase/60 Hz power, with 120V/1 Phase/60 Hz controls.

• The booth must provide 100 foot-candles of illumination at 36" above the floor.

• Air filtration must be a three-stage system plus a fourth stage for VOC filtration, including HEPA Activated Carbon Filtration.

• Magnehelic pressure gauges are required to monitor static pressure drop across filtration stages.

• Noise levels must not exceed 65 decibels outside TYAD property.

• The contractor shall have 360 calendar days from the Notice to Proceed (NTP) to complete all contractual work.

• Installation of the system shall commence within 5 working days of equipment delivery.

• Assembly, installation, and training must be completed within 120 calendar days of NTP.

• Location: Building 30, Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466.

• A site visit is mandatory.

• Technical questions must be submitted in writing prior to the due date.

• A post-award meeting is required within 15 calendar days after award.

• A to-scale, full-assembly layout drawing package must be submitted within 45 calendar days of award.

• Contractor shall provide training for sanding booth operator personnel (up to six) and maintenance personnel (up to four).

• Contractor shall provide O&M Manuals and Parts Manuals.

• Contractor shall furnish a CADD as-built drawing of the installed system.

• The contractor is responsible for all site preparation, including excavation, concrete work, and utility connections.

• All work inside the building must use electric-powered or battery-powered tools.

• Contractor must supply all PPE for personnel.

• Contractor must comply with all TYAD Environmental, Safety, and Fire Standards, codes, and regulations.

• Security requirements include background checks and approvals for all personnel.

• The contractor must comply with CMMC Level 2 requirements.

• The contractor must comply with all applicable safety standards, including OSHA, NFPA, and USACE EM385-1-1.

• A Job Hazard Analysis (JHA) / Activity Hazard Analysis (AHA) is required for each phase of work.

• A Site-Specific Safety / Contractor Accident Prevention Plan must be submitted.

• Permits are required for excavation, trenching, confined space entry, and hot work.

• The contractor must not disturb any existing Asbestos-Containing Material (ACM).

• The contractor must ensure all materials are asbestos-free.

• Backflow prevention devices are required on equipment connected to TYAD's water system.

• No burning of refuse or debris on TYAD.

• Compliance with RCRA for recycled-content materials is required.

• The contractor must not adversely affect any property listed on the National Register of Historic Places.

• Demolition notification is required 25 days prior to demolition.

• Work on the TYAD potable water system requires prior approval.

• Contractor must not disturb endangered species or their habitat.

• Emergency/spill reporting procedures must be followed.

• Energy efficiency requirements (30% better than ASHRAE 90.1) and Energy Star qualification are applicable.

• Environmental Automation and Control Systems must not be altered without prior arrangement.

• Erosion and Sedimentation Control plan is required for soil-disturbing activities.

• Fluorescent and Mercury-Bearing Lamps must be managed and recycled.

• Hazardous materials must be properly stored and labeled, and not left behind.

• Hazardous waste must be properly stored and labeled.

• ISO 14001 compliance is required.

• Limit of disturbance must be confined to the smallest area possible.

• No mercury or lead containing equipment, switches, or devices.

• SDSs for all hazardous materials must be submitted.

• Compliance with Migratory Bird Treaty Act of 1918 is required.

• NPDES permits are required for work on existing NPDES structures or treatment units.

• Net Zero Water requirements must be met.

• Noise levels must not exceed 65 decibels outside TYAD property.

• Ozone Depleting Substances (ODS) must not be used.

• Paints must not contain zinc chromate, strontium chromate, or lead above specified limits.

• Pest management coordination with EB is required.

• No items containing PCBs are to be brought onto TYAD.

• Recycling plan compliance is required.

• 60% of non-hazardous construction demolition debris must be diverted from landfill.

• All materials not identified to remain must be removed from the site.

• Site preservation and restoration is required.

• Protection of trees and shrubs is required.

• UXO support and clearance is required for work in UXO areas.

• Water quality must be maintained; no pollution of streams, lakes, or reservoirs.

• Warranty for one year following final acceptance.

• Annual Preventive Maintenance (PM) is required during the warranty period.

• Contractor field repair technician must arrive on-site within 72 hours for warranty repairs.

• Safety requirements include OSHA General Industry Standards, energy control sources capable of lockout/tagout, and compliance with applicable OSHA and industry safety standards.

• Contractor must comply with all security regulations and requirements, including background checks and identity verification.

• Contractor must not divulge any information about DoD files, data processing activities, or functions to unauthorized personnel.

• Controlled Unclassified Information (CUI) must be handled in accordance with applicable regulations.

• Contractor must comply with CMMC Level 2 requirements.

• Contractor must ensure all subcontractors comply with CMMC requirements.

• Reporting of CMMC status and any changes is required.

• Excavation permits and procedures must be followed, including Pennsylvania One Call requirements.

• Safety measures for excavation include hand digging within 30 inches of utilities.

• Soil erosion and sedimentation controls must be implemented.

• Contingency plans for utility interruption or damage are required.

• Crane lift operations require a Lift Plan submitted 14 days prior to operation.

• Application of odor-producing materials must be coordinated with the COR.

• Control of respirable crystalline silica requires an exposure control plan.

• Operation and Maintenance Manuals must be provided.

• In case of conflict between standards, the stricter of the two shall apply.

• The document references Attachment 1 (Proposed Configuration of Sanding Booth) and Attachment 2 (Report from Dust Explosivity Test).

• The dust sample from an existing TYAD sanding booth was determined to be 'explosible' in dust form, with a Kst value of 159 +/- 12%, classified as Dust Explosion Class St 1, Weak Explosion.
