Scope of Work

The requirement is for a new, state-of-the-art crossdraft sanding booth in Building 30 at TYAD. Key specifications include:

  • Dimensions: Minimum 39 feet long, 16 feet wide, and 14 feet high inside, accommodating up to four workers.
  • System Components: Crossdraft booth, three-stage air filtration (plus a fourth for VOC filtration), front bifold door, rear roll-up door, personnel doors, interior LED lighting (100 foot-candles at 36" above floor), central vacuum system, and compressed/breathable air connection points.
  • Electrical: Must meet NEC Standard for Class 1, Division 1 Environment (due to dust explosivity), with Type 12 NEMA rated electrical controls. Explosion-proof OSHA-approved LED emergency exit lighting and illuminated exit signs are required.
  • Site Preparation & Installation: Includes all materials, supplies, freight, delivery, tools, equipment, consumables, labor, and supervision for site preparation, installation, and assembly.
  • Ancillary: Additional accessories/options may include fire protection, fall protection, and pull-down hose reels.

Period & Place of Performance

The contractor shall have 360 calendar days from the Notice to Proceed (NTP) to complete all contractual work. Installation must commence within 5 working days of equipment delivery, with assembly, installation, and training completed within 120 calendar days of NTP. The place of performance is Building 30, Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466.

Special Requirements & Compliance

  • Mandatory Site Visit: Required.
  • Documentation: To-scale full-assembly layout drawing package within 45 days of award, O&M Manuals, Parts Manuals, and CADD as-built drawing.
  • Training: For up to six sanding booth operators and four maintenance personnel.
  • Warranty: One-year warranty on the system, components, installation, and workmanship, including annual Preventive Maintenance and a 72-hour on-site repair technician response.
  • Safety & Environmental: Strict compliance with OSHA, NFPA, UFC, and local codes, including hazardous location classification (Class 1, Division 1). Adherence to TYAD Environmental, Safety, and Fire Standards, CMMC Level 2 requirements, and USACE EM385-1-1. Requirements include Job Hazard Analysis (JHA)/Activity Hazard Analysis (AHA), Site-Specific Safety Plan, asbestos-free materials, backflow prevention, no burning of refuse, RCRA compliance, protection of cultural resources/endangered species, energy efficiency (30% better than ASHRAE 90.1), ISO 14001, and proper handling of hazardous materials/waste. Noise levels must not exceed 65 decibels outside TYAD property.
  • Security: Background checks, depot access procedures, and compliance with AT OPSEC requirements for all personnel.
  • Excavation: Requires permits, Pennsylvania One Call, hand digging near utilities, and soil erosion controls.
  • Utilities: Government will supply electrical, compressed air, and breathable air connectivity up to exterior connection points.
