Scope of Work

This Request for Quote (RFQ) aims to procure three types of satellite simulator/emulator hardware and accessories:

  • A multichannel UHF MUOS satellite simulator.
  • A multichannel UHF DAMA/IW satellite simulator.
  • A GPS satellite simulator. These simulators will function as "bent pipe" devices for testing vendor terminals in a closed environment, supporting current constellation parameters and future upgrades.

Key Requirements

Offerors must provide equipment meeting the salient characteristics outlined in Attachment 1. Specific requirements include:

  • MUOS Simulator: Portable, emulates MUOS operation without live satellite, supports up to 4 simultaneous call service legs and 30 concurrent users, various call types and data rates (2.4-64 kbps), configurable operating frequencies (300-320 MHz, 360-380 MHz), web-based GUI.
  • DAMA/IW Simulator: Portable, emulates IW or DAMA operation, supports frequency translation, propagation delay, thermal noise, 1-4 UHF SATCOM channels, interoperable with cryptographic devices (KY-57, KY-100, KIV-7), various user I/O rates and modulations.
  • GPS Simulator: Real-time GNSS environment emulation, jamming and spoofing capabilities, signal propagation/error simulation (multipath, ionospheric/tropospheric models), HIL support, simulates all constellations and frequency bands (GPS Open/Encrypted, GLONASS).
  • General: Delivery to Hanscom AFB, MA within 60 calendar days of award. Vendor to provide manuals, warranty, and Certificate of Conformance (CoC). All components must comply with the Trade Agreements Act (TAA). Equipment training is desired for all simulators.

  • Contract Type: Firm Fixed Price (FFP). The Government reserves the right to make one, multiple, or no awards, potentially dividing awards among multiple offerors.

Submission & Evaluation

  • Set-Aside: 100% Total Small Business Set-Aside. Offerors must affirm small business status under NAICS 334220.
  • Evaluation: Lowest Priced Technically Acceptable (LPTA). Technical acceptability will be evaluated against Attachment 1.
  • Quote Requirements: Offerors can quote a minimum of one (1) to a maximum of three (3) CLINs. Submissions must include a technical approach, a complete Bill of Materials, and acknowledge technical capabilities. Supply Chain and Cybersecurity compliance (SPRS, NIST) will be assessed.
  • Due Date: Quotes are due electronically by May 29, 2026, at 1:00 PM ET. Quotes must be valid for a minimum of 180 days.

Additional Notes

Funds are not presently available, and no award will be made until funds are secured. Offerors must submit an assessment of potential Organizational Conflict of Interest (OCI) issues with a mitigation plan, if applicable. The Government clarified that simplified keyfill operations are acceptable, and the TDN lab will use a GPS Standard as its external reference source.
