Scope of Work

This effort requires the procurement of three types of satellite simulator/emulator hardware and accessories:

  • Multichannel UHF MUOS Satellite Simulator: Must be portable, durable, emulate MUOS system operation without a live satellite, support up to 4 simultaneous call service legs and 30 concurrent netted users, and support user-created custom scenarios. Operating frequencies are 300-320 MHz (U2B) and 360-380 MHz (B2U).
  • Multichannel UHF DAMA/IW Satellite Simulator: Must be portable, durable, emulate IW or DAMA system operation, support frequency translation, digital band-limiting, hard-limiting, variable digital propagation delay, and variable digital thermal noise. It should support 1 to 4 UHF SATCOM channels and be interoperable with specified cryptographic devices.
  • GPS Satellite Simulator: Must provide real-time emulation of GNSS environments, including jamming and spoofing capabilities, signal propagation and error simulation (multipath, ionospheric/tropospheric models), and support Hardware-in-the-Loop (HIL). It must simulate all constellations and frequency bands, including GPS Open (L1C/A, L1C, L1P, L2P, L2C, L5), GPS Encrypted (P(Y), M-Code), and GLONASS (G1, G2).

  • Supply Chain Requirements: Vendor must provide a Certificate of Conformance (CoC) and certify that all components comply with the Trade Agreements Act (TAA).

Submission & Evaluation

  • Questions Due Date: May 14, 2026, at 1:00 PM ET.
  • Evaluation: Lowest Priced Technically Acceptable (LPTA). Technical acceptability will be evaluated against Attachment 1 (Salient Characteristics). Quotes must meet all requirements for the CLINs quoted.
  • Submission Requirements: Offerors must submit a technical approach, acknowledge technical capabilities, include a complete Bill of Materials, and use the provided Price Format Sheet (Attachment 3). Quotes must be valid for 180 days.

Important Notes

Offerors can quote a minimum of one (1) CLIN to a maximum of three (3) CLINs. The Government reserves the right to make one, multiple, or no awards. Funds are not presently available, and no award will be made until funds are available. Offerors must submit an assessment of potential Organizational Conflict of Interest (OCI) issues, if any, with a mitigation plan.
