Scope of Work
This requirement is for Screw, Cap, Socket Head in accordance with Marotta drawing 280912-0004, made from Corrosion-Resistant Steel, 300 series, per FF-S-86, with a minimum tensile strength of 100,000 PSI. These are designated as SPECIAL EMPHASIS material (Level I) due to their crucial role in shipboard systems, where failure could lead to serious injury, loss of life, or loss of the ship.
Key Requirements
- Quality System: Contractors must maintain a quality system in accordance with ISO-9001 (amplified herein) and calibration system requirements of ISO-10012 or ANSI-Z540.3 with ISO-17025. An alternate system per MIL-I-45208 with MIL-STD-45662 is acceptable.
- Testing & Certification: Required tests include Liquid Penetrant Inspection (T9074-AS-GIB-010/271, MIL-DTL-1222) and Wedge Tensile Tests (ASTM-F606, MIL-DTL-1222). Quantitative chemical and mechanical analysis is mandatory. Certifications must be submitted via WAWF to Portsmouth Naval Shipyard for review and acceptance prior to each shipment.
- Traceability: Strict traceability from material to certification is required, with unique traceability numbers marked on the material per MIL-STD-792 and MIL-DTL-1222. Material handling processes must prevent commingling and ensure traceability.
- Government Inspection: Government Quality Assurance at source is required. Contractors must notify the assigned Government representative (DCMA) upon order receipt.
- Waivers/Deviations/ECPs: Detailed procedures are outlined for submitting and obtaining approval for waivers, deviations, and Engineering Change Proposals (ECPs).
- OEM Requirement: If the offeror is not the Original End Manufacturer (OEM), a signed letter of authorization as a distributor on the OEM's letterhead must be provided.
