Scope of Work
This opportunity requires comprehensive maintenance and service for currently installed Lenel Controlled Access electronic security systems (ESS) at NAVSCOLEOD. This includes Common Access Card (CAC) reader doors and gates, Closed Circuit Television (CCTV) video monitoring systems, and intercom systems. The contractor will be responsible for all associated hardware, software, firmware, and operating system updates, including the installation of Lenel Software Upgrade and Support Plan (SUSP) updates and replacement of end-of-life components.
Performance Standards
Key performance metrics include unlimited service calls during normal business hours (7:30 AM – 5:00 PM, Monday-Friday), with specific response times: within four (4) hours for CAC operated gates and doors, and within eight (8) hours for CCTV or Intercom systems. The contractor must also provide 24/7 telephone technical support, loaner equipment to minimize downtime, and conduct functional testing of covered equipment within 30 days of contract award and quarterly thereafter. Updating the Equipment List (TE1) and providing initial training on system modifications are also required.

Special Requirements
Offerors must be certified Lenel dealers with access to technical support and authorized to work on installed Lenel systems, maintaining current warranties. The contractor is responsible for all costs associated with annual Lenel software or operating system software license requirements. A Quality Control Plan is mandatory. All contract employees must undergo proper vetting through the National Crime Information Center (NCIC) and adhere to Eglin AFB access procedures, including obtaining and displaying government-issued identification badges. Compliance with federal drug-free workplace requirements and local command policies is also required.
