This notice is a market research tool to identify potential vendors capable of providing annual maintenance and service for installed Lenel Controlled Access electronic security systems (ESS) at the Naval School Explosive Ordnance Disposal, Eglin AFB, FL. It is not a solicitation, Request for Proposal, or Request for Quote.

• Requirement: Annual maintenance and service for existing Lenel ESS.
• Technical Details: Further information is available in the attached draft Performance Work Statement (PWS) and Technical Exhibit 1 (TE1).
• NAICS Code: The potential North American Industrial Classification System (NAICS) Code is 561621, Security Systems Services (except Locksmiths), with a Small Business Size Standard of $25.0 Million.

Interested parties must submit a capabilities statement including:

1. Company name, address, POC, phone, fax, and email.
2. Contractor CAGE Code.
3. Business size (Large, Small, Small Disadvantaged, 8(a), HubZone, Woman-owned, Veteran-owned).
4. A brief description of capabilities, resources, technical competencies, and organizational experience related to the key task areas. Standard brochures or paraphrasing of the draft PWS are insufficient.

Capabilities statements must be submitted to Timothy Merkerson at timothy.j.merkerson2.civ@us.navy.mil by 11:00 am EST on February 23, 2026.

• Responses are voluntary and do not obligate the Government to award a contract.
• The Government is not responsible for any costs incurred in responding.
• All submitted data marked as proprietary will be protected.
• This is for planning purposes to determine the acquisition method.

Performance Work Statement (PWS)

To provide maintenance and service for the currently installed Lenel Controlled Access electronic security systems (ESS) at the Naval School Explosive Ordnance Disposal (NAVSCOLEOD), Eglin AFB, FL. This includes systems for Common Access Card (CAC) reader doors and gates, Closed Circuit Television (CCTV) video monitoring, and intercom systems.

• Maintenance and service for all hardware and software supporting the ESS, including operating system updates.

• Support for equipment listed in Technical Exhibit 1 (TE1) and any other supporting ESS components.

• Installation of Lenel Software Upgrade and Support Plan (SUSP) updates.

• Maintenance and service includes software/firmware patches, upgrades, reconfiguration, reprogramming, repair, or replacement of faulty hardware/software.

• Replacement of end-of-life or un-upgradable software and hardware.

• Unlimited service calls during normal business hours (7:30 AM – 5:00 PM, Monday-Friday, excluding holidays).

• Response time for CAC operated gates and doors: within four (4) hours.

• Response time for CCTV or Intercom systems: within eight (8) hours.

• 24/7 telephone technical support.

• Provision of loaner equipment to minimize system downtime.

• Functional testing of covered equipment within 30 days of contract award and quarterly thereafter.

• Updating the Equipment List (TE1) as equipment changes and providing updates to the Designated Government Representative (DGR).

• Base Year: March 1, 2026 – February 28, 2027

• Option Years 1-4: March 1, 2027 – February 28, 2031

• Place of Performance: Naval School Explosive Ordnance Disposal, Eglin AFB, FL.

• Contractor must be a certified Lenel dealer with access to technical support and authorized to work on installed Lenel systems.

• Contractor is responsible for all costs associated with annual Lenel software or operating system software license requirements.

• Contractor must provide and maintain a quality management system and a Quality Control Plan.

• All contract employees must be properly vetted through the National Crime Information Center (NCIC) and follow Eglin AFB access procedures.

• Contractor employees must obtain and display required government-issued identification badges.

• Contractor must comply with Federal drug-free workplace requirements and local command policies.
