Scope of Work
The contractor will provide maintenance and service for Lenel Controlled Access ESS, including Common Access Card (CAC) reader doors and gates, Closed Circuit Television (CCTV) video monitoring systems, and intercom systems. This encompasses all supporting hardware and software, operating system updates, patches, upgrades, reconfiguration, reprogramming, and replacement of faulty or end-of-life components. Key performance standards include unlimited service calls during business hours, 4-hour response for CAC gates/doors, 8-hour response for CCTV/intercom, 24/7 telephone technical support, and provision of loaner equipment. Functional testing is required within 30 days of award and quarterly thereafter.

Eligibility & Requirements
Offerors must be certified Lenel dealers with access to technical support and authorized to work on installed Lenel systems, maintaining current warranties. The contractor is responsible for all Lenel software and operating system license costs. A Quality Control Plan is required. All contract employees must undergo NCIC vetting and comply with Eglin AFB access procedures and local command policies.
Submission & Evaluation
Proposals must be submitted electronically in PDF format via SAM.gov by March 30, 2026, at 11:00 AM Local Time. Evaluation will consider Price, Technical Capability, and Past Performance. Technical Capability requires demonstrating understanding of requirements and proof of Lenel certification. Past performance will consider up to three relevant evaluations from the past three years.
