Opportunity Overview
This notice, issued in accordance with the Brooks Act (FAR Subpart 36.6), is for firms to submit SF 330s demonstrating competence and qualifications for A-E services. Up to four (4) open-end A-E contracts may be awarded, with up to two (2) firms primarily architectural and up to two (2) primarily civil engineering. Firms must be registered in SAM.gov.
Scope of Services
Professional services include Title I Design (programming, comprehensive planning, area development, renovation, repair, maintenance of facilities, roads/bridges, infrastructure, utilities, corrosion control, and environmental restoration). Environmental restoration encompasses both ancillary HAZMAT abatement (e.g., asbestos, lead-based paint) and standalone services (e.g., wetlands restoration, groundwater remediation). Title II Services involve supervision and inspection of construction projects. Other services include Base Comprehensive Plans, studies, reports, design analyses, constructability reviews, surveys, and cost estimates. Required disciplines span Architecture, Master Planning, Civil, Electrical, Telecommunications, Mechanical, Structural, Seismic, Fire Protection, Environmental Engineering, Landscape Architecture, Cost Estimating, Project/Program Management, and Geotechnical Engineering. Firms must be familiar with Ellsworth AFB's design, anti-terrorism, and CAD Standards and be capable of responding to very short performance timelines for mission-critical projects.
Contract Details
Up to four (4) open-end A-E contracts will be awarded, each with a ten-year duration consisting of a five-year base ordering period and five one-year options. The total fees for each contract shall not exceed $5,000,000 over the ten-year period, with a guaranteed minimum of $500. Contracts will consist of negotiated fixed-priced delivery orders.
