This document provides responses to vendor questions regarding the Large A&E Services, FA469026RA-E announcement.

• Set-Aside: The announcement is posted as full-and-open competition with no set-asides currently in use.
• Architect Location: Architects do not need to be local but must be able to communicate physically and submit deliverables in a timely manner.
• Contract Type: The requirement is intended to be awarded as an Indefinite Delivery-Indefinite Quantity (IDIQ) contract, exercised via firm-fixed-price Task Orders/Delivery Orders. There is no obligation for the government to order beyond the minimum stated value.
• Number of Contracts: The government intends to award up to four contracts, each with a total capacity not to exceed $5,000,000, for up to ten years.
• Deadline for Questions: The deadline for questions is April 27, 2026, at 1:00 PM MDT.
• Awarding Firms: Up to two firms with a primary discipline in Architectural and up to two firms with a primary discipline in Civil Engineering will be awarded.
• Resume Disciplines: The government expects evaluation of 21 specific disciplines for resumes, including Architect, Master Planning, Interior Design, Civil Engineering, Electrical Engineering, and others listed.
• Non-Standard Disciplines: For Industrial/Process Engineering, Refrigeration Engineering, Aircraft Fire Protection, and Engineering and Life Safety, no specific qualifications are needed beyond those for a Fire Protection Engineer.
• Landscape Engineering: The requirement is for a Landscape Architect, not a Landscape Engineer.
• "Very Short Performance Timelines": This refers to emergencies or situations affecting the mission directly, requiring immediate operational fixes or inspections.
• Evaluation of Sections E & F: Professional qualifications and specialized experience (Sections E and F) will be evaluated equally.
• SF 330 Project Inclusion: No specific number of projects is required for Section F of the SF 330, as long as proof of relevant work experience is demonstrated.
• Title I vs. Title II Projects: There will be a consolidated evaluation of Title I and Title II projects; SF 330s should demonstrate the ability to perform all requirements.
• Past Performance Documentation: CPARS is sufficient past performance documentation. PPQs are not currently requested. If CPARS is unavailable, contractors may submit past performance in their chosen format.
• Volume of Work Timeframe: "Recent" is defined as projects completed within 5 years of the SF 330 due date.
• Proposal Submission: This announcement is for SF 330 submission only. One copy of the digital file should be submitted.

Part II - General Qualifications:

• Used for general firm qualifications, particularly for branch offices. It includes information on firm name, address, year established, ownership, small business status, employee disciplines, and profiles of firm experience and revenue.

This form is essential for A-E firms seeking to bid on federal contracts. It requires detailed information about the firm's structure, personnel, past performance, and capabilities. Bidders must carefully complete all relevant sections to demonstrate their qualifications and suitability for the specific contract opportunity.
