Purpose

Scope of Work

The requirement is for comprehensive full facility services, including operations and maintenance, custodial (with an exception for Battin U.S. Courthouse), grounds maintenance, landscaping, snow and ice removal, integrated pest management, and other facility-related services. The contractor will be responsible for managing, supervising, and providing all labor, materials, equipment, and supplies for the efficient operation, maintenance, and repair of various building systems. These systems include, but are not limited to, electrical, mechanical, plumbing, HVAC, fire protection, architectural, structural, building monitor and control, storm drainage, water, roofing, boiler, cooling towers, photovoltaic, and grounds irrigation systems.

Services are required at the following Federal buildings in Montana:

  • Butte: Mike Mansfield Federal Building and U.S. Courthouse (400 N Main Street, Butte, MT 59701-8866)
  • Bozeman: Federal Building and U.S. Post Office (10 E Babcock Street, Bozeman, MT 59715-6202)
  • Billings: James F. Battin U.S. Courthouse (2601 2nd Avenue North, Billings, MT 59101)

Capability Requirements for Competitive Consideration

  • Providing services for operations and maintenance, landscaping, grounds maintenance, custodial, snow and ice removal, and integrated pest management.
  • A staffing plan and capability to hire/onboard employees within one week.
  • Capability to award subcontracts within one week after award.
  • Snow removal work plan, preventative maintenance plan, safety plan, water treatment plan, and quality control program.
  • Ability to complete a thorough review and inspection of existing systems to generate a deficiency list.
  • Obtaining background investigations and security clearances for all personnel by May 1, 2026.
