This document provides clarifications and responses to vendor questions regarding the Waste Management and Recycling opportunity (Solicitation Number 36C26326Q434).

• 96 Gallon Blue Toters: The requirement for 96-gallon blue toters has been removed from the RFQ. These are no longer needed.

This clarification indicates a change to the requirements previously outlined in the solicitation, specifically regarding waste receptacle specifications. Bidders should disregard any previous instructions or expectations related to the 96-gallon blue toters.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for Solid Waste & Recycling Services at the VA Nebraska Western Iowa Healthcare System (NWIHCS) Omaha Division. The solicitation details the requirements for the removal of non-infectious and recyclable waste.

• Provide labor, tools, equipment, and materials for waste removal.

• Ensure safe access for VA employees to dispose of waste.

• Obtain necessary licenses and permits.

• Removal of non-infectious waste and non-edible garbage on a twice-weekly basis (Tuesday and Friday).

• Provision of specific container sizes: 1 Self-Contained Compactor/Container Unit (2 cubic yards with 35 cubic yard capacity for non-infectious waste), 1 stationary Compactor/Container Unit (2 cubic yards with 40 cubic yard capacity for recyclable waste), 1 three cubic yard container for Fisher House (weekly service), 1 eight cubic yard container for Building 9 (twice-weekly service), 96 gallon Blue Toters for recycling, 20 cubic yard container for PT building (weekly service), and intermittent 20 and 30 yard open-top containers.

• Maintenance and repair of provided equipment at no charge.

• Weight tickets to be provided with monthly invoices.

• Contractor accepts trash at their risk; Government is not liable for injury or disease from handling.

• If compactors become full before scheduled pickup, Contractor must remove within 3 hours of call-in.

• Compliance with Federal, State, City, and County laws for waste removal.

• Containers must be fully enclosed, rat-proof, leak-proof, fire-retarding, kept clean, sanitized, and deodorized.

• Contractor shall not store filled trash containers on site.

• Department of Labor (DOL) Wage Determination applies.

• This is an Indefinite Quantity Contract.

• Minimum guaranteed amount: $2,500.00

• Total maximum ceiling amount: $125,000.00 for the lifetime of the contract.

• Contract Maximum: $600,000.00 for the lifetime of the contract.

• Period of Performance: Five (5) ordering periods, each one year in duration:

  • Ordering Period 1: 06/01/2026 - 05/31/2027
  • Ordering Period 2: 06/01/2027 - 05/31/2028
  • Ordering Period 3: 06/01/2028 - 05/31/2029
  • Ordering Period 4: 06/01/2029 - 05/31/2030
  • Ordering Period 5: 06/01/2030 - 05/31/2031
