Scope of Work
The selected contractor will provide three Cultural/Political Advisors to maintain contact with the Federal Government of Somalia (FGS) and local civic/tribal leaders. Key responsibilities include:
- Advising JSOTF-SOM leadership on cultural, political, and operational matters.
- Providing Somali to English / English to Somali linguistic capabilities.
- Facilitating understanding of local customs, history, cultural routines, tribal dynamics, and local government.
- Supporting the preparation of reporting products and key leader engagements.
Contract Details
- Contract Type: Firm-Fixed Price (FFP).
- Period of Performance: Each Contract Line Item Number (CLIN) is for 12 months, with potential for multiple years, up to a total duration of three years (one base year plus two option years).
- Place of Performance: Primarily Mogadishu, Somalia, with limited travel within Somalia, Djibouti, and Kenya.
- Set-Aside: This acquisition is Unrestricted.

Eligibility & Requirements
- Experience: Minimum of three years as a cultural advisor in Somalia, supporting U.S. Special Operations Forces.
- Security Clearance: Active TS/SCI security clearance is required.
- Language Proficiency: Interagency Language Roundtable (ILR) level 3 proficiency in both English and Somali.
- Registration: Vendors must have an active System for Award Management (SAM) account and provide their Commercial and Government Entity (CAGE) number.
- Facility Clearance: Completion of Attachment 3 - Draft DD254 is required to determine facility clearance.
