This announcement is for market research purposes only to determine industry interest and capability for Electronic Security Systems (ESS) inspection, maintenance, and repair services at Peterson Space Force Base, Colorado. It is not a solicitation, and no contract will be awarded based on this notice. No reimbursement will be provided for costs incurred in responding.

The contractor will be responsible for providing all necessary management, tools, supplies, equipment, and labor to inspect, maintain, and repair various ESS, including AMAG and associated CCTV equipment/software, Microsoft cluster server software, and Qognify Video Management Software (QVMS) Ocularis systems. System schematics will be provided upon contract award.

The current contract is FA251724P0044, held by Government Contracting Services, LLC.

Q3 of Fiscal Year 2026.

Respondents are requested to provide:

• Company name, address, CAGE code, and Point of Contact (POC).
• Business type, specifically identifying any small business concerns under NAICS 561621 (Security Systems Services).
• Confirmation of agreement with NAICS Code 561621.
• Details of current contracts for similar services (IDIQ, GWAC), including contract number, POC, and managing agency.
• Identification of any PWS requirements deemed impossible to perform or requiring clarification.
• Recommendations for Attachment 2 – CLIN Pricing Schedule, including unit of measure appropriateness.
• Experience providing maintenance and repair for similar ESS alarm system networks.
• Confirmation of ability to work within military base security restrictions (e.g., no USB devices, no wireless/remote monitoring).
• Intended quoting approach (prime, prime with subcontractor, joint venture) and plans for complying with FAR 52.219-14 (Limitations on Subcontracting) if applicable.
• A capability statement or demonstration of relevant experience, including years of service. If lacking direct experience, outline a strategy for entering the market.
• Intention to quote and estimated time needed to prepare a quote, or reasons for not quoting.

• CLIN 0001: Maintenance (priced per Month), covering all PWS paragraphs except those specified under other CLINs.
• CLIN 0002: Repairs (Corrective Maintenance Actions) (priced per Each), not to exceed PWS paragraph 1.3.
• CLIN 0003: CCTV Systems (QVMS) (priced per Month), referencing PWS paragraph 5.

This pricing schedule is crucial for bidders to develop their proposals. It outlines the specific contract line items, their units of measure, and the scope of work associated with each, directly impacting how costs should be calculated and presented.

Performance Work Statement (PWS)

This PWS outlines the requirements for maintaining and repairing all Electronic Security Systems (ESS) at Peterson Space Force Base (PSFB), Colorado. The primary systems covered are AMAG Technology and Qognify Video Management Software (QVMS).

• Preventative Maintenance (PM): Includes scheduled inspections, cleaning (quarterly for devices, semi-annually for CCTV domes/enclosures), battery testing, and software hygiene (patching/updates within 14 days of release). A comprehensive PM Plan must be submitted within 30 days of award.

• Corrective Maintenance/Repair: Unscheduled maintenance to restore systems to operational status following failures or degraded performance. Response and repair timelines are defined in Table 1.1, with varying requirements for catastrophic, major, and partial failures for AMAG and QVMS systems.

• System Upgrades: Contractor shall perform upgrades when directed by the Government.

• Reporting: Monthly service reports and outage reports are required.

• Parts Management: Contractor identifies required parts; Government may furnish parts (GFP). Contractor-procured parts require COR/CO approval. Parts for PM are included in monthly services.

• CCTV Maintenance: Specific requirements for cleaning, inspection, and software updates for QVMS and associated CCTV infrastructure.

• Corrective Maintenance: No more than 5 discrepancies per month.

• Preventive Maintenance: No more than 5 discrepancies per month.

• Combating Trafficking in Persons: 100% compliance.

• Response and repair times as per Table 1.1.

• Services are to be performed at Peterson SFB, Colorado.

• Routine services during normal duty hours (7:00 a.m. - 4:00 p.m. Monday-Friday), with corrective maintenance available 24/7 as per Table 1.1.

• Technician Certification: Technicians must be individually certified in AMAG and QVMS.

• Security: Compliance with Peterson SFB security requirements, including base access procedures and potential security clearances (at least one employee with a Secret clearance at award).

• Reporting: Monthly service reports, outage reports, and as-built drawing updates.

• Quality Control: Contractor must develop and maintain a Quality Control Program (QCP).

• Essential Services: Services are designated as essential during a crisis; contractor must develop a contingency plan.
