  • Evaluation Factors: Proposals will be evaluated on Technical Capability (equal importance to Past Performance), Past Performance (equal importance to Technical Capability), and Price. Non-price factors combined are more important than Price.
  • Technical Capability Subfactors: Grounds Management Plan, Irrigation Management Plan, Work Plan, Site Specific Safety Plan, and Contractor Quality Control (CQC) Plan.
  • Past Performance: Offerors must submit at least two relevant past performance questionnaires from the last five years.
  • Voluntary Site Visit: April 29, 2026, 9:00 AM - 11:00 AM PST at Santa Fe National Cemetery. RSVP required by April 28, 2026, 5 PM PST.

Special Requirements

A Site Manager with specific experience is required. Offerors must submit a Quality Control Plan (QCP). Adherence to Service Contract Act (SCA) and Davis-Bacon Act (DBA) wage determinations is mandatory. FAR Clause 52.222-90, "Addressing DEI Discrimination by Federal Contractors," has been added to the solicitation.
