Scope of Work
The contractor will provide a full spectrum of S&RTS, including vessel, truck, and rail loading/discharging, port reception and disposition, cargo management (staging, preparation, onward movement), intra-port transfers, vessel preparation, documentation, and warehousing/storage of dunnage and tiedown materials. Services cover various U.S. Military cargo types, such as containers, vehicles (up to 150,000 lbs), breakbulk, and rotary or fixed-wing aircraft, operating 24 hours a day, seven days a week, 365 days a year. Priority operations are at the Newport News Marine Terminal.
Contract Details
- Contract Type: Indefinite Delivery/Indefinite Quantity (IDIQ), Firm Fixed Price.
- Period of Performance: The ordering period is five years, from August 21, 2026, through February 21, 2032, including a six-month option to extend services.
- Minimum Order: $2,500.00 for the first twelve months.

Submission & Evaluation

The Price Proposal (Attachment 2) will be evaluated for fairness and reasonableness. Offerors must adhere to the updated "Proposal Preparation Instructions," including specific formatting, content, and email submission requirements.
