Scope of Work
The contractor will provide a full spectrum of stevedoring and longshoring services for U.S. Military cargo, including containers, vehicles (up to 150,000 lbs), breakbulk, and rotary/fixed-wing aircraft. Operational tasks encompass vessel, truck, and rail loading/discharging, port reception and disposition, cargo management (staging, preparation, onward movement), intra-port transfers, vessel preparation, documentation (tallying & checking), and warehousing/storage of dunnage & tiedown materials. Services must be available 24 hours a day, seven days a week, 365 days a year, with a primary focus on the Newport News Marine Terminal.

Submission & Evaluation
Proposals will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology. Offerors must submit a technical proposal (using Attachment 5 - Technical Worksheet and Attachment 3 - Mission Essential Plan) that is rated "Acceptable." The price proposal (Attachment 2 - Schedule of Rates) will be evaluated for fairness and reasonableness. Key submission requirements include company information, active SAM registration (with NAICS 488320), Representations and Certifications, and for large businesses, Attachment 6 - Small Business Subcontracting Plan. A mandatory Attachment 3 - Contractor Plan for Continuation of Essential Contractor Services is also required.
