Evaluation Factors
Award will be made on a Lowest-Price Technically Acceptable (LPTA) basis. Technical proposals will be evaluated on a "Meets/Does Not Meet" basis across five factors:
- Technical Approach: Understanding of scope, planning, QA/QC.
- Safety: ES&H program, compliance history, Safety Qualification Form (SQF).
- Schedule & Phasing Plan: Adherence to SOW and multiyear execution plan.
- Project Management & Experience: Methodologies, key personnel qualifications, relevant past projects.
- Statement of Qualifications: Valid California contractor's license, local SF Bay Area office (3+ years), experience with DOE National Laboratories. Price proposals will be assessed for completeness, realism, and reasonableness.
Eligibility & Requirements
Offerors must be registered in good standing with SAM and the University's procurement system, possess a current Safety Qualification Form, and hold a valid California contractor's license. A local San Francisco Bay Area office (established for at least three years) and proven experience with DOE National Laboratories or similar facilities are required. Davis-Bacon Act requirements apply.
