Performance Work Statement (PWS)

To provide comprehensive mowing and trimming services for park areas at the Stockton Lake Project.

• Park Mowing: Includes mowing 15 designated park areas to a uniform height of 3-4 inches, free of windrows, uncut vegetation, rutting, or scalping. This also covers mowing edges of asphalt, concrete, or graveled parking areas, and exercising caution around occupied facilities.

• Roadway Mowing: Mowing 10 feet outward from road edges, including right-of-way areas, signs, and fee vaults. Steep ditches and areas with woody vegetation over one-half inch in diameter are excluded.

• Sewage Lagoons/Lift Stations: Mowing a minimum of 10 feet outside lagoon fences and completely within fences, including trimming vegetation to the water's edge. Vegetation debris in water must be removed.

• Highway Signs: Mowing a triangular area around approximately 12 Corps of Engineers signs.

• Trimming: Performing trimming around trees, culverts, guardrails, sidewalks, structures, signposts, and other objects within mowing areas. Hand trimming is required for inaccessible areas.

• Policing: Removing trash, tree limbs, and other debris from mowing areas before and after service. Large debris (over 10 ft. length, 4" diameter) requires notification to the COR.

• Cleanup: Removing grass clippings and debris from sidewalks, roads, parking areas, campsites, and structures. Clippings may be spread uniformly in adjacent grassy areas.

• Critical Elements: Park Mowing, Sewage Lagoons/Lift Stations, Timeliness. Major defects in these areas can lead to contract issues.

• Non-Critical Elements: Roadway Mowing, Highway Signs, Trimming, Policing, Cleanup. Major defects in these elements are also defined.

• Quality Control: Contractor must develop and maintain a quality control program, submitting a plan for approval.

• Quality Assurance: Government will evaluate performance based on a Quality Assurance Surveillance Plan.

• Unsatisfactory Performance: Contractor has 24 hours to correct deficiencies; repeated issues may lead to contract price reduction.

• Period of Performance: One Base Year (FY26) and two 12-month Option Years (FY27, FY28).

• Mowing Services: Performed annually from April 1 through October 31.

• Location: Stockton Lake Project, Missouri.

• Contractor Furnished: All personnel, equipment, supplies, and services not specified as Government-furnished.

• Government Furnished: Gate keys and mowing maps.

• Equipment: Commercial grade, with roll-over protection, safety belts, sharp blades, and maintained in good condition. Mowing equipment must have approved safety discharge/deflection devices.

• Safety: Compliance with EM-385-1-1, OSHA, and other applicable safety regulations. An accident prevention plan and Activity Hazard Analysis are required.

• Security: Compliance with AT/OPSEC requirements, including pre-screening candidates via E-Verify for contracts over $150,000 or 120 days.

• Insurance: Required commercial liability and workman's compensation insurance.

• Key Personnel: A contract manager and alternate must be designated.

• Reporting: Monthly man-hour reporting and invoicing.

• Payment: Per satisfactorily completed round of mowing, typically 30 days after receipt of invoice and services.

• Prospective bidders are encouraged to visit the site prior to bidding.

• The contract includes a Base Year (FY26) and two Option Years (FY27, FY28).

• Mowing services are scheduled from April 1 to October 31 annually.

Amendment / Modification

This amendment modifies the contract by increasing the quantity for Contract Line Items (CLINs) 0001, 0002, and 0003 from 12 Jobs to 14 Jobs each. This results in an increase of +2 Jobs for each CLIN.

• Supplies or Services and Prices/Costs for CLINs 0001, 0002, and 0003.
• Deliveries or Performance for CLINs 0001, 0002, and 0003.

This amendment does not appear to affect proposal deadlines or evaluation factors, as it modifies an existing contract. However, it does change the quantity of work to be performed under the specified CLINs.

Performance Work Statement (PWS)

This PWS outlines the requirements for providing Mowing and Trimming Services at the Stockton Lake Project.

• The contractor shall furnish all personnel, equipment, supplies, and services necessary to perform park mowing and trimming.

• Services include mowing and trimming various park areas, roadways, lagoon areas, and around highway signs.

• Specific areas include Cedar Ridge, Crabtree Cove, Greenfield Access, Hawker Point, Highpoint, Masters, Mutton Creek Access, Mutton Creek Group Camp, Orleans Trail, Ruark Bluff Day Use Area, Ruark Bluff East, Ruark Bluff West, and Stockton Park.

• Mowing height is to be maintained between 3 to 4 inches, free of windrows, uncut vegetation, rutting, or scalping.

• Trimming is required around trees, culverts, guardrails, sidewalks, structures, and other objects within mowing areas.

• Policing for trash and debris is required before and after mowing.

• Cleanup of grass clippings and debris from paved surfaces and structures is mandatory.

• Mowing and trimming are critical elements.

• Major defects include failure to meet uniform height, presence of windrows, uncut vegetation, rutting, scalping, or improper trimming.

• Timeliness is a critical element; park areas must be mowed within 5 consecutive days of order.

• Performance is monitored via a Quality Assurance Surveillance Plan.

• The contract period is for one Base Year (FY26) and two 12-month Option Years (FY27, FY28).

• Actual mowing services will be performed from April 1 through October 31 annually.

• Performance is at the Stockton Lake Project in Missouri.

• Contractor must develop and maintain a Quality Control program.

• Compliance with EM-385-1-1 (Safety and Health Requirements Manual) and OSHA is mandatory.

• Contractor must provide Personal Protective Equipment (PPE).

Bidders are expected to have their clients complete this questionnaire for relevant past projects. The completed questionnaire will be submitted with the proposal. The government uses this feedback to assess the bidder's past performance risk.
