Scope of Work
Services encompass a broad range of engineering areas including electrical, environmental, mechanical, and structural. A "Seed Project" is included, detailing the conversion of barracks to office space at Building 4504, Aberdeen Proving Ground, MD. This Seed Project involves demolition, mechanical, electrical, and architectural work, with a performance period of 360 calendar days. Hazardous materials (asbestos, lead-based paint, mercury) are present. A-E services and design-build are explicitly excluded. Key personnel, including Project Manager, Project Superintendent, Quality Control Manager, and Site Safety & Health Officer, must be prime contractor employees and cannot be dual-hatted.
Submission & Evaluation
Proposals must be submitted electronically through the PIEE Solicitation Module. Evaluation will follow a Best Value Lowest Price Technically Acceptable (LPTA) process. Proposals require three volumes:
- Volume I - Technical Capability Approach (75-page limit): Covers Management and Staffing, Seed Project technical capability (including bonding, staffing, permitting, scheduling), and MATOC Program Management.
- Volume II - Past Performance (35-page limit): Requires recent and relevant past performance ($1M+ and 50% complete in last 7 years, or $500k-$1M if similar). Only prime contractor or affiliate performance is considered. Past Performance Questionnaires (PPQs) are required, not CPARS. The PPQ due date is June 3, 2026, at 2:00 PM CT.
- Volume III - Cost/Price (no page limit): Requires a FFP proposal via Attachment 0006 (Contractor Bid Sheet) in native Excel and a PDF narrative. Cost/Price proposals will be evaluated for completeness, balanced pricing, and reasonableness. A rating of "Acceptable" is required for both Technical Capability and Past Performance. Proposals must be valid for 180 days. The Government may use AI tools for analysis.
