Quick Summary

The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Natick Contracting Division (NCD), on behalf of the Department of the Army, has issued a draft Call for Solutions (CFS) (W911QY-26-S-SBIS-01) for Shipboard Isolation Systems (SIS). This presolicitation seeks prototype solutions to mitigate, contain, and prevent the spread of communicable diseases on U.S. Navy vessels. The Government intends to award multiple Prototype Other Transaction (OT) Agreements under the authority of 10 U.S.C. § 4022. The current system response date is April 8, 2026, though this is for the draft CFS, and a final due date will be posted.

Scope of Work

This CFS invites interested parties to submit a "Solution Brief" for a prototype SIS. The system must be capable of temporarily isolating or quarantining personnel on Navy vessels. Key requirements include:

  • Prototype Criteria: Operational size (fitting a hospital ICU bed), person-portable weight, patient access (visibility, glove/utility ports), 120v power, biocontainment (negative pressure, HEPA filtration, 12 ACH), visual/audible system operation indicators, shipboard adaptability (stability, securing provisions), packaging (MIL-STD-2073-1), storage size (fitting through 26"x66" watertight doors), watertight protection during storage (MIL-STD-810), and FDA 510(k) clearance.
  • Deliverables: Offerors must include a draft Statement of Work (SOW) with a proposed delivery schedule and logistic details. Data deliverables include an Integrated Master Schedule (IMS), Technical Data Package (TDP) IAW MIL-STD-31000B, Safety and Environmental Documentation, Berry Amendment Compliance verification, and a Manufacturing Capability overview.

Contract Details

  • Type: Prototype Other Transaction (OT) Agreements under 10 U.S.C. § 4022.
  • Awards: Multiple prototype awards are anticipated (up to 3).
  • Phased Approach:
    • Phase I: Requires delivery of up to 15 prototypes within 90 days for initial performance testing.
    • Phase II: Following a downselect, selected contractors will deliver up to 15 prototypes within 60 days for logistics and maintenance demonstrations during operational evaluation.
  • Follow-on Production: Successful completion of prototype projects may lead to a single follow-on production contract award without further competition, potentially for up to 150 systems.
  • Place of Performance: Stafford, VA.

Submission & Evaluation

  • Submission: Submit a "Solution Brief" (max 15 pages) and a "Supporting Data Package" (no page limit), both in PDF format.
  • Current Response Date: April 8, 2026. Note: This is for a draft CFS; a final due date will be posted.
  • Evaluation Criteria: Technical Merit, Innovation & IP Strategy, and Non-Traditional/Small Business Participation. Evaluation will also consider technical maturity, item cost, and performance.
  • Data Rights: Government preference is for Government Purpose Rights for technical data and software. Offerors must disclose data rights assertions. Cost estimates for production and life-cycle costs are required.

Eligibility & Set-Aside

This opportunity is open to parties capable of developing prototype projects under 10 U.S.C. § 4022. The Government encourages significant participation from non-traditional defense contractors and/or small businesses.

Additional Notes

All inquiries and questions regarding the draft CFS were due by March 25, 2026. The Government plans to post Questions and Answers (Q&A) by April 7, 2026. The draft CFS and SOO will be updated to remove "draft" status, and a final CFS due date will be posted.
