The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Natick Contracting Division (NCD), on behalf of the Department of the Army, is seeking "Solution Briefs" for Shipboard Isolation Systems (SIS) prototypes. This Call for Solutions (CFS) aims to develop and evaluate systems to mitigate, contain, and prevent the spread of communicable diseases on U.S. Navy and U.S. Air Force vessels, providing temporary isolation or quarantine capabilities. The Government intends to award multiple Prototype Other Transaction (OT) Agreements under 10 U.S.C. § 4022. Solution Briefs are due May 19, 2026, at 1600 EST.

Scope of Work

The SIS prototypes must encapsulate an entire hospital ICU bed and patient, maintaining negative pressure to contain airborne pathogens. Key requirements include HEPA-equivalent exhaust filtration (99.97% at 0.3 microns), minimum MERV 5 inlet filtration, and shipboard adaptability, including attachment to D-rings on ship decks. Individual components must not exceed 50 lbs, with the total system (stored) not exceeding 200 lbs. A 60-minute battery backup is a threshold requirement. The system must pass liquid containment requirements, and only storage containers need to be watertight. Follow-on production will require FDA 510(k) clearance.

Contract Details

  • Type: Multiple Prototype Other Transaction (OT) Agreements (10 U.S.C. § 4022)
  • Phased Approach: Phase I (prototype development and testing, up to 15 prototypes within 90 days), followed by a downselect to Phase II (further testing, up to 15 prototypes within 60 days).
  • Follow-on Production: Potential for a single follow-on production contract without further competition, for up to 150 systems.
  • Set-Aside: No formal set-aside; however, significant participation from non-traditional defense contractors and/or small businesses is encouraged.
  • Funding: The program is funded but subject to continuing resolutions. Costs are a factor in evaluation.

  • Evaluation Criteria: Initial evaluation of Solution Briefs will focus on demonstrated ability to meet prototype criteria, technical merit, innovation, IP strategy, and non-traditional/small business participation. Up to three offerors will be invited to submit full proposals, which will be evaluated on performance, technical maturity, and item cost. Government Purpose Rights (GPR) for technical data and software are preferred.
