Purpose & Scope
The USSF requires three (3) Track Ball controllers to provide a remote control solution for existing K-Mount optical tracking systems. The objective is to make these mounts remote-capable, allowing them to be placed inside a facility where personnel cannot be present. While a viable commercial-off-the-shelf (COTS) solution is available, minor modifications will be necessary for full integration. The system must interface with the L3 Brashear digital control system.
Key Requirements & Deliverables
- Quantity: Three (3) Track Ball controllers with minor modifications.
- Functionality: 2-axis force proportional tracking ball functionality (half-hemisphere ball, not joystick).
- Interface: USB with HID communication protocol, 10' minimum USB cable. Must be compatible with Microsoft Windows 10 and 11.
- Compatibility: Must interface with the L3 Brashear digital control system and be a Form, Fit, and Function (FFF) replacement for legacy Bokam tracking sticks.
- Design: Must include a base for desk operation and be easily removable for fixed station installation without de-soldering or disconnecting the USB cable. Standard Philips or Allen screws for removal. Dimensioned drawing of mounting holes, thread pitch, and bellow mounting plate clearance required. Ball size approximately 3" diameter (+/- ¼").
- Firmware: Ability to update firmware post-build and install, with a "re-flash" capability for future updates.
- Documentation: Operation and service manuals, Microsoft Windows drivers, recommended service procedures, basic configuration, zeroing procedures, and firmware update procedures.
- Support: Limited post-delivery integration support, user training, and one set of firmware code flash interface hardware.
- Submission: Offerors must provide a scale drawing or picture of the proposed unit and technical capability documentation demonstrating the ability to perform non-recurring engineering, design, fabrication, and integration of custom controllers, including software library modification for compatibility.

Submission & Evaluation
- Offer Due Date: April 24, 2026, at 10:00 AM (Pacific Time, based on Lompoc, CA location).
- Evaluation: Proposals will be evaluated based on Price and Technical Acceptability. Technical quotes are pass/fail (Acceptable/Unacceptable). An "Acceptable" rating requires conformity with salient characteristics, submission of technical capability documentation, and a dimensioned drawing. Failure to meet any material requirement will result in an "Unacceptable" rating.
- Submission Instructions: Pricing information to be entered on SF 1449, Block 26. Unit prices must be rounded to the nearest whole dollar. Offerors agree to hold firm for 30 calendar days. Payment requests and receiving reports must be submitted via Wide Area WorkFlow (WAWF).
