Quick Summary
The Department of the Air Force is soliciting applications for a Multiple Award Construction Contract (MACC) Basic Ordering Agreement (BOA) at Travis Air Force Base, CA. This opportunity aims to establish a pool of qualified contractors for future construction projects, categorized into two pools: Pool 1 (Minor Construction) and Pool 2 (Major Construction). This is a Total Small Business Set-Aside. Applications are accepted until May 15, 2030.
Opportunity Details
This BOA is not a typical source selection but rather a mechanism to create a robust vendor base for various construction requirements. There is no limit on the number of BOAs awarded, and no guarantee of future work or minimum amount. Specific projects will be ordered via competitive Task Order Proposal Requests (TOPRs).
Pool 1: Minor Construction
- Scope: Non-complex construction projects that do not require design services.
- Task Order Range: Typically between $2,000 and $300,000.
- Examples of Anticipated Orders: Chiller/Boiler replacements, carpet/paint/window replacements, sewer/manhole relining, AC split replacements, storefront door packages, fire suppression, roll-up doors, water fountain installs, kiddie pool renovation, soundproofing, ADA door replacements, and tripping hazard remediation.
Pool 2: Major Construction
- Scope: More complex requirements that necessitate design services (design-build).
- Task Order Range: Typically between $300,000 and $3,000,000.
- Examples of Anticipated Orders: Repair Skymaster Drive, Construct Egress Road, Restripe 900 Ramp, Pavement Maintenance Plan, and Repair AAFES Gas Stations.

- Past Performance: Submission of three multi-disciplinary construction projects completed on a military base within the last five years, demonstrating relevancy, recency, and quality. Past Performance Questionnaires (PPQs) are preferred, but CPARS or other reports are accepted.
- Bonding Capacity: Proof of maximum single and aggregate bonding capacity via a surety letter. Bonds will be required for task orders exceeding $150,000.
