This RFI is issued by the Program Manager, Combat Support Systems (PM CSS) of the Marine Corps Systems Command to conduct market research regarding industry interest and capabilities for manufacturing the Ultra-Lightweight Camouflage Netting System Increment 1 (ULCANS INC 1). It is not a Request for Proposal (RFP), and the government has no obligation to procure these items or issue a solicitation.

The government is seeking information on the industry's ability to manufacture eight variants of the ULCANS INC 1 screen system, including:

• Radar Scattering (R/S) and Radar Transparent (R/T) variants for Woodland, Desert, Arctic, and Urban environments.
• These systems are intended to conceal large military vehicles, shelters, and critical assets.

Vendors are requested to provide information in the following areas:

• Research and Development (R&D) and Technical Capability: Maximizing passive spectral breakup across multiple spectral regions (UV, visible, NIR, SWIR, MWIR, LWIR, TIR, Radar), background matching, experience in Camouflage, Concealment, Deception (CC&D) or Signature Management, examples of produced items, test data, and technical approach to prototype, test, evaluate, refine, and manufacture.

• Production & Manufacturing Capacity: Current manufacturing capability, facility size, equipment, personnel, Berry Amendment compliance, supply chain, and ability to scale production to meet sustained and surge demands (up to 10,000 units/month).

• Approach to On-Demand, Battlefield-Specific Camouflage: Ability to develop custom-tailored solutions for specific areas and threats, including timelines and data requirements.

• Physical/Logistical: Combined weight and cube limits for screen and support systems. Specific components and their weights are detailed.

• Camouflage Screens: Must include at least two screens of different sizes, be modular and expandable, offer radar-scattering or radar-transparent capabilities, potentially have a three-dimensional appearance, and feature a camouflage pattern of 3-7 colors providing multispectral breakup.

• Support System: Must support screen weight without collapsing, not degrade concealment, and withstand wind gusts of at least 46 mph.

• Responses are limited to twenty pages (ten front and back), including a one-page cover letter.

• Required information includes company name, CAGE code, business size and categories, SAM registration expiration, GSA Schedule information (if applicable), and estimated production/lead time.

• Questions are due by February 26, 2026, and responses are due by April 10, 2026, via email to specified contract specialists.

Information requested includes small business categories (8(a), disabled veteran-owned, etc.) and other small business designations.
