Request for Information (RFI)

This RFI is issued by the Program Manager, Combat Support Systems (PM CSS) of the Marine Corps Systems Command to conduct market research regarding industry interest and capability in manufacturing the Ultra-Lightweight Camouflage Netting System Increment 1 (ULCANS INC 1). This RFI is for information and planning purposes only and does not constitute a Request for Proposal (RFP) or a commitment to procure. The government is seeking information on eight variants of next-generation camouflage screen systems designed to conceal military vehicles, shelters, and critical assets.

The government is requesting information in the following areas:

• Research and Development (R&D) and Technical Capability: Vendors should detail their ability to develop systems with optimized signature management performance, including maximizing passive spectral breakup across various spectral ranges (UV, visible, NIR, SWIR, MWIR, LWIR, Radar). Experience in Camouflage, Concealment, Deception (CC&D) or Signature Management, and examples of produced items or test data demonstrating multispectral performance and durability are requested.

• Production & Manufacturing Capacity: Vendors must describe their current manufacturing capabilities, including facility size, equipment, personnel, and supply chain. Information on scaling production to meet potential surge requirements (up to 10,000 units per month) is required. The government is also interested in an on-demand, battlefield-specific camouflage solution approach.

• Physical/Logistical System Requirements: The camouflage screen system and support structure must not exceed 105 lbs (47 kg) and 10.0 cubic feet (0.28 m3) when dry and packaged. Specific requirements for screen size, shape modularity, radar scattering/transparency, color count (3-7 colors), and multispectral breakup are detailed. Support system requirements include pole strength, non-metallic components, and wind gust resistance (46 mph).

• Response Limit: Responses are limited to twenty (20) pages, including a one-page cover letter.

• Required Information: Company name, CAGE code, Unique Entity Identifier, business size and category, SAM registration expiration, GSA Schedule information (if applicable), and estimated production/lead time.

Vendors should indicate if they qualify as small businesses and specify any applicable categories (8(a), disabled veteran-owned, veteran-owned, woman-owned, HUB Zone, Native American, or other SBA-approved designation).

• All submissions become Government property and will not be returned.
• The Government will not pay for any information or administrative costs incurred in response to this RFI.
• Not responding to this RFI does not preclude participation in any future RFP.

• Production & Manufacturing Capacity: Current and projected capacity, including ability to surge production to meet potential demand (up to 10,000 units/month).
• On-Demand, Battlefield-Specific Solution: Industry's approach to developing and producing custom-tailored camouflage solutions for specific locations, including timelines and required government data.

System Requirements:

• Physical/Logistical: Combined weight and volume not to exceed 105 lbs and 10.0 cubic feet per system.

• Camouflage Screens: Must include at least two screens of different sizes, modular and expandable, with options for radar-scattering or transparent, single or double-sided, and patterns with 3-7 colors providing multispectral breakup.

• Support System: Poles must support screen weight, not degrade concealment, and withstand wind gusts of at least 46 mph. Non-metallic components are desired.

• Response Limit: 20 pages total (including a 1-page cover letter).

• Required Information: Company name, CAGE/UEI, business size and categories, SAM registration expiration, Federal Supply Schedule information (if applicable), and estimated production/lead time.
