The government seeks to understand industry's interest and capability to produce the ULCANS INC 1, focusing on manufacturing the current government design rather than novel proposals. The system is intended for multispectral concealment of military vehicles, shelters, and critical assets.
Key Requirements
Vendors should demonstrate capabilities in:
- Research and Development (R&D) and Technical Capability: Expertise in optimized signature management across multiple spectral ranges (UV, Vis, NIR, SWIR/MWIR/LWIR, TIR, Radar), Camouflage, Concealment, Deception (CC&D), and multispectral performance.
- Production & Manufacturing Capacity: Current and projected capacity, including the ability to surge production up to 10,000 units per month.
- On-Demand, Battlefield-Specific Camouflage: Approaches to developing tailored solutions for specific locations.
System requirements include a combined weight/volume not exceeding 105 lbs and 10.0 cubic feet. Camouflage screens must offer multispectral concealment, modularity, radar-scattering or transparent options, and 3-7 colors. The support system should be non-metallic (if possible) and withstand 46 mph wind gusts. All textile materials must be Berry Amendment compliant.

No contract will be awarded from this RFI, and no costs incurred will be reimbursed.
