Quick Summary

The Marine Corps Systems Command (PM CSS) is conducting a Sources Sought / Request for Information (RFI) for the Ultra-Lightweight Camouflage Netting System Increment 1 (ULCANS INC 1). This market research aims to identify industry capabilities to manufacture eight variants of a next-generation camouflage screen system with support apparatus. Responses are due March 27, 2026.

Purpose & Scope

This RFI is for information and planning purposes only and is not a solicitation. The government seeks to understand industry's interest and capability to produce the ULCANS INC 1, focusing on manufacturing the current government design rather than novel proposals. The system is intended for multispectral concealment of military vehicles, shelters, and critical assets.

Key Requirements

Vendors should demonstrate capabilities in:

  • Research and Development (R&D) and Technical Capability: Expertise in optimized signature management across multiple spectral ranges (UV, Vis, NIR, SWIR/MWIR/LWIR, TIR, Radar), Camouflage, Concealment, Deception (CC&D), and multispectral performance.
  • Production & Manufacturing Capacity: Current and projected capacity, including the ability to surge production up to 10,000 units per month.
  • On-Demand, Battlefield-Specific Camouflage: Approaches to developing tailored solutions for specific locations.

System requirements include a combined weight/volume not exceeding 105 lbs and 10.0 cubic feet. Camouflage screens must offer multispectral concealment, modularity, radar-scattering or transparent options, and 3-7 colors. The support system should be non-metallic (if possible) and withstand 46 mph wind gusts. All textile materials must be Berry Amendment compliant.

Submission Details

  • Response Limit: 20 pages total, including a one-page cover letter.
  • Required Information: Company name, CAGE, UEI, business size/category, SAM registration, Federal Supply Schedule information (if applicable), and estimated production/lead times.
  • Submission Method: Email responses to cheryl.dunn.civ@usmc.mil and mark.denhup2@usmc.mil.
  • Response Deadline: March 27, 2026.

Eligibility & Notes

NAICS code 315990 and PSC code 1080 apply. Vendors are requested to indicate small business categories. An NDA is required to access documents referenced in the Q&A. A future solicitation and contract award are planned for no later than February 2027, which will be a "winner takes all" type. No contract will be awarded from this RFI, and no costs incurred will be reimbursed.
