Purpose & Scope

PM CSS aims to identify qualified manufacturers for ULCANS INC 1, designed to conceal large military vehicles, shelters, and critical assets. The government is interested in industry's ability to produce Radar Scattering (R/S) and Radar Transparent (R/T) variants for Woodland, Desert, Arctic, and Urban environments.
Key Requirements
Vendors should detail capabilities in:
- Research & Development (R&D) and Technical Capability: Expertise in optimizing signature management across multiple spectral ranges (UV, visible, NIR, SWIR, MWIR, LWIR, TIR, Radar), background matching, Camouflage, Concealment, Deception (CC&D) experience, and demonstrating multispectral performance. The focus is on manufacturing the current government design.
- Production & Manufacturing Capacity: Current manufacturing capabilities, facility, equipment, personnel, Berry Amendment compliance, supply chain, and ability to meet sustained and surge demands (up to 10,000 units/month).
- On-Demand, Battlefield-Specific Camouflage: Approach to developing custom-tailored solutions for specific areas and threats, including timelines and data requirements.
System Specifications:
- Physical/Logistical: Combined weight and volume not to exceed 105 lbs and 10.0 cubic feet.
- Camouflage Screens: Must include at least two sizes, be modular, expandable, offer R/S or R/T options, potentially have a 3D appearance, and feature 3-7 colors providing multispectral breakup.
- Support System: Must support screen weight, not degrade concealment, and withstand wind gusts of at least 46 mph; non-metallic components are desired.
