This Request for Proposal (RFP) is for the U.S. Army 63rd Readiness Division MILCON ERCIP Microgrid project in Mountain View, Santa Clara County, California. • Installation of a complete microgrid system as specified.

• Compliance with all technical and cybersecurity requirements.

• Submission of a comprehensive proposal including a Technical Volume (Past Performance, Management Plan, Schedule Narrative) and a Price Volume (Cover Sheet, SF1442, Price Schedule, Representations & Certifications, Offer Guarantee, Pre-Award Survey Information).

• Provision of Performance and Payment Bonds.

• Maintenance of specified minimum insurance coverage, including Workmen's Compensation, Employer's Liability ($100,000), General Liability ($500,000 per occurrence), and Comprehensive Automobile Liability (various limits).

• Contract Type: Firm Fixed Price.

• Estimated Value: Between $10,000,000 and $25,000,000.

• Period of Performance: 732 calendar days after receipt of Notice to Proceed.

• Funding: Award is contingent upon the availability of appropriated funds (FAR Clause 52.232-18).

• Submission Deadline: Electronically via the PIEE website (https://piee.eb.mil) no later than 12:00 PM PDT on June 29, 2026. (Note: SF1442 indicates July 2, 2026, but electronic submission instructions specify June 29, 2026).

• Offer Validity: Offers must be valid for at least 60 calendar days for Government acceptance.

• Bid Guarantee: A bid guarantee is required, equal to 20% of the bid price or $3,000,000, whichever is less (FAR 52.228-1).

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA) method. Proposals will be evaluated on Past Performance, Management Plan, and Schedule Narrative.

• Proposal Format: Electronic submission only, with separate Technical (max 15 pages) and Price volumes. No cross-referencing between volumes.
