Evaluation and Submission
The Government will utilize a best value-Cost/technical tradeoff source selection process, as defined in Federal Acquisition Regulation (FAR) 15.101-1. All interested offerors must complete and return a Restricted Access Request form to gain access to the full solicitation documents. This form requires company information, UEID/CAGE Code, point of contact details, and an agreement to safeguard sensitive information. The completed form should be emailed to Kerryn Finik (FinikK@state.gov) and Paige Goeke (GoekePA@state.gov). Offerors must ensure their SAM.gov registration is active and that the Point of Contact's name on the Restricted Access Request form precisely matches their SAM.gov entry. A Quality Assurance (QA) Template is provided for bidders to structure their QA plans. Offerors are advised to rely on Amendment A001 for all submission dates and correct solicitation information.
