Scope of Work

The requirement covers comprehensive MV-22 maintenance, including scheduled and unscheduled tasks such as documentation, troubleshooting, inspections, corrosion prevention/treatment, servicing, lubricating, adjusting, and removal/replacement of aeronautical components. Work must adhere to Commander Naval Air Forces Instruction 4790 (NAMP), MV-22 maintenance manuals, Marine Corps Order (MCO) 8023.3B, Technical Directives (TDs), and Squadron Standard Operating Procedures (SOPs). Personnel must meet MATMEP Level III/T&R Level 3000 requirements for MV-22, and electrical/avionics mechanics require a SECRET clearance. Ordnance handling is not included.

Contract Details

This will be a combination Firm-Fixed-Price (FFP) and Time-and-Materials (T&M) contract with Not-to-Exceed (NTE) CLINs. The period of performance includes one base year and four one-year option periods. The place of performance is MCAS New River, NC. The government will provide facilities (workspace/hangar, office space), common tools, materials, consumable parts, repairable parts, technical manuals, and access to supply databases.

Key Requirements & Deliverables

Offerors must demonstrate Cybersecurity Maturity Model Certification (CMMC) Level 1 compliance. Key deliverables include a Project Kick-Off Meeting Agenda/Minutes, Monthly Status Reports (due 3rd Duty Day), Monthly Technical Status Meetings, Project Management Plan (PMP), Quality Management Plan (QMP), Transition-In/Out Plans, a Workforce Contingency Plan, and Contractor Ground Operating Procedures (GOPs).

Submission & Evaluation

This is an 8(a) Competitive Set-Aside. Technical proposals will be evaluated on Key Personnel and Project Staffing, Technical Approach, and Corporate Experience, with these three factors combined being more important than price. A 100-aircraft threshold for "Similar Size" corporate experience is required, and aggregated past performance is not sufficient. Proposals must meet specific Pass/Fail elements. Submissions must be made via Encrypted Email only by the deadline. A pre-proposal conference was held on April 28, 2026.
