Quick Summary
The General Services Administration (GSA) Assisted Acquisition Services (AAS) has issued a Request for Proposal (RFP) for MV-22 Maintenance Support for the U.S. Marine Corps' 2nd Marine Aircraft Wing (MAW). This 8(a) Competitive Set-Aside opportunity seeks Organizational Level (O-Level) and Intermediate Level (I-Level) maintenance services for six Tactical Aircraft (TACAIR) Squadrons of MAG 26 at Marine Corps Air Station (MCAS) New River, North Carolina. Proposals are due by May 20, 2026, at 11:00 a.m. EST.
Scope of Work
The contractor will provide comprehensive MV-22 maintenance support, encompassing both O-Level and I-Level services. This includes scheduled and unscheduled maintenance such as documentation, troubleshooting, inspections, corrosion prevention/treatment, servicing, lubricating, adjusting, and the removal/replacement of aeronautical components. I-Level functions specifically cover major systems like avionics, powerplants, hydraulics, airframes, landing systems, rotor/dynamic components, flight controls, structural and composite repair, and general support equipment (GSE). Ordnance handling is explicitly excluded. All work must adhere to strict maintenance standards, including Commander Naval Air Forces Instruction 4790 (NAMP) and applicable MV-22 manuals.
Contract Details
This acquisition is structured as a combination Firm-Fixed-Price (FFP) and Time-and-Materials (T&M) contract with Not-to-Exceed (NTE) CLINs. The period of performance includes one base year and four one-year option periods. The NAICS code is 488190 (Other Support Activities for Air Transportation), and the PSC is J015 (Maintenance, Repair, and Rebuilding of Equipment – Aircraft and Airframe Structural Components). The government will provide facilities, common tools, materials, and technical information.
Key Requirements & Deliverables
Key personnel, particularly electrical/avionics mechanics, require a SECRET clearance, and all MV-22 personnel must meet MATMEP Level III/T&R Level 3000 requirements. Deliverables include a Project Kick-Off Meeting Agenda, Monthly Status Reports (due the 3rd Duty Day of each month), a Project Management Plan, a Quality Management Plan, Transition Plans, a Workforce Contingency Plan (due 30 calendar days after award), and Contractor Ground Operating Procedures (GOPs). Contractors must also participate in periodic QA audits and ensure all electronic submissions are Section 508 compliant.
Submission & Evaluation
Proposals must be submitted electronically in two parts (Written Price Proposal and Written Technical Proposal) to the AAS Contracting Officer and Contract Specialist. Offerors can use SAM.gov or encrypted email. Technical proposals will be evaluated on Key Personnel and Project Staffing, Technical Approach, and Corporate Experience, with technical factors combined being more important than price. A critical requirement is demonstrating corporate experience with a 100-aircraft threshold for similar size, which cannot be met by aggregating past performance. Offerors must comply with DFARS 252.204-7021, including CMMI Maturity Level 1. Pricing must be submitted using the updated Attachment I, Price Excel Workbook AMD 01, ensuring NTE values for CLIN series X002 are not altered.
