USS PIONEER (MCM-9) C1-STERN CRANE LEVELING PAD; REPLACE C2-LEAK IN 2-107-0-E; REPAIR

Solicitation / RFP / RFQ

This solicitation is for ship repair services for the USS PIONEER (MCM-9). The award will be made as a firm fixed price job order under an existing Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR).

• CLIN 0001: STERN CRANE LEVELING PAD; REPLACE

• CLIN 0002: LEAK IN 2-107-0-E; REPAIR

• The work will be performed aboard the vessel at Sasebo Naval Base.

• Higher-Level Contract Quality Requirement applies.

• Pricing Arrangement: Firm Fixed Price for both CLINs.

• The contract is expected to be awarded under the Simplified Acquisition Threshold (SAT).

• Period of Performance for both CLINs: 14 July 2026 to 31 October 2026.

• Quotations are due by 16 June 2026.

• Award will be based on the lowest total price from eligible MSRA/ABR holders.

• Technical acceptability is not an evaluation factor as offerors must already hold an MSRA/ABR and be qualified.

• Offerors must quote on all items to be eligible for award.

• Award is restricted to firms possessing a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region.

• Firms without an MSRA/ABR may be eligible if there is adequate time for the Navy to perform an assessment and execute the agreement.

• Offerors must demonstrate compliance with DFARS 252.225-7042.

• Foreign currency offers will be evaluated by converting to USD using JPY150.4415 per USD1.00.

• Specific clauses regarding tax on foreign procurements, hazardous materials, and representations/certifications are included.

Amendment / Modification

This document, identified as A01, provides a repair plan for a leak in the USS PIONEER (MCM-9). The leak is located in the steering gear room (2-107-0-E) and is believed to be caused by damage to the fantail deck. The document details specific repair procedures for two main issues:

1. Water Leakage Repair: This involves repairing cracks in the nonskid and GRP of the main deck. Statement of Work (SOW) / Performance Work Statement (PWS)

This document details the requirements for replacing the Stern Crane Leveling Pad on the USS PIONEER (MCM-9).

• Task: Replace Stern Crane Leveling Pad.

• Location: Fantail, Frames 111-113, Port/Starboard.

• Quantity: Two (2) leveling pads, described as 14 Inch Side by 6 Inch Mold by 17 Inch Length, Laminated White Oak.

• Process: Remove existing leveling pads, fabricate and install new oak leveling pads using specified adhesive, and apply caulking compound to joints.

• Cleaning & Preservation: Ensure surrounding areas are cleaned and preserved to match existing conditions.

• A permeability test result for existing and new metallic material is required.

• Work completion will be inspected and verified.

• POP Start Date: 7/14/2026

• POP End Date: 10/31/2026

• Preparing Activity: SASEBO

• Materials: Use only non-magnetic materials. New leveling pads to be fabricated from oak lumber with West System or equal adhesive.

• References: Standard Items (FY26) and NAVSEA drawing 180-6644669 Rev B, Stern Crane Foundation.

• Background: Existing leveling pads have re-fractured due to improper targeting of crane boom rest assemblies. Temporary repairs have been made, but replacement is necessary.

• Note: Ship's Force will operate the stern cranes.
