Evaluation
Award will be made to the responsive offeror whose total offer is determined to be the most advantageous to the Government, primarily considering price. Technical acceptability is not an evaluation factor for pre-qualified MSRA/ABR holders. Offerors must submit quotes for all items to be eligible for award.
