Eligibility & Evaluation
This competitive solicitation is restricted to firms possessing a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region. Firms without an MSRA/ABR must apply for one and have it executed before award. Offerors located outside Japan must demonstrate compliance with DFARS 252.225-7042. Award will be made to the responsive offeror whose total offer is the most advantageous to the Government, primarily considering price. Technical acceptability is not an evaluation factor, as offers are solicited from pre-qualified MSRA/ABR holders. Offerors must quote on all items to be eligible for award.
