Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing comprehensive maintenance, repair, and inspection services for Vertical Transportation Equipment (VTE) at Hill Air Force Base and Little Mountain. The primary goal is to ensure the continuous and safe operation of all VTE.

• The contractor will provide all necessary management, tools, supplies, equipment, parts, and labor for VTE maintenance, repair, and inspection.

• This includes routine and emergency service calls, with the monthly fixed price covering all inspections, maintenance, repairs, and replacements.

• VTE covered includes freight and passenger elevators, escalators, and may include wheelchair/stair lifts and dock levelers, as detailed in Appendix A.

• Work must comply with relevant industry standards including ASME A17.1-2007, ANSI/ASME A17.2-2010, NFPA, UFC 3-600-01, and OSHA standards.

• Alterations and modernizations.

• Damage caused by vandalism, abuse, negligence, acts of God, or emergency power issues.

• Cosmetic repairs, construction, ancillary VTE components (e.g., cab enclosure, door panels, flooring), main power switches, hydraulic jack housing, buried piping, smoke/fire sensors, communication feeders, security systems, batteries not solely dedicated to VTE, air conditioners, and heaters.

• Routine cleaning and refinishing of elevator interiors and hoistway doors/frames.

• VTE availability target of 95%.

• Routine repair service calls to be responded to on-time 95% of the time.

• Emergency repair service calls to be responded to on-time 95% of the time.

• High quality repairs with a maximum of two call backs per month for the same issue.

• 100% adherence to the Maintenance Control Program (MCP) for inspections and preventative maintenance.

• Reports to be submitted in a manner consistent with PWS requirements 100% of the time.

• The PWS covers the contract period and any option periods.

• Services are to be performed at Hill Air Force Base and Little Mountain.

• Contractor must develop and submit an annual Maintenance Control Program (MCP) within 30 days of contract award.

• Contractor must perform necessary inspections and tests as required by ASME A17.1 Appendix N, using a Qualified Elevator Inspector (QEI).

• Contractor must provide routine and emergency repair service calls at no additional charge.

• Contractor must warrant all installed parts and workmanship for one year.

• Contractor must comply with all safety, security, and environmental requirements, including those related to force protection, pedestrian and motor vehicle safety, working surfaces, and personal protective equipment.

• A Safety and Health Plan must be submitted within 10 work days after contract award.

Wage Determination

This document is a Wage Determination (No. 2015-5483, Revision No. 28) issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division.
