This initiative aims to establish Multiple Award Incident Blanket Purchase Agreements (I-BPAs) for local, regional, and nationwide fire suppression and all-hazard incidents. Purpose & Scope
This re-opened solicitation is not a new procurement but an amendment to the original I-BPA solicitation, allowing new offerors to submit quotes and existing awardees to revise rates or add resources. The requirement is for chipper services to support fire suppression and all-hazard incidents. Proposed resources must meet criteria from the original solicitation, including NWCG Standards. Specific requirements include Type 1 (18-inch), Type 2 (13-17 inch), and Type 3 (9-12 inch) hand-fed chippers, each requiring a minimum 3-person crew. Personnel must have specified Personal Protective Equipment (PPE), and compliance with labor laws such as the Agricultural Worker Protection Act (MSPA) and H-2B program is mandatory.
