Required equipment, such as multi-lead cardiac monitors and patient carrying devices, must comply with Exhibit M and applicable state regulations. Personnel must be licensed/certified in the state where an incident occurs, and Medical Directors must hold a license in that state. Resource "down-typing" is not permitted.

Evaluation
New quote submissions must meet all Acceptability Pass/Fail requirements and will be evaluated using the same factors and sub-factors as the original solicitation. Award decisions during this onboarding period will be based on "Choosing by Advantages," which considers factors beyond just price, including experience, competency, and history (refer to Section B.3 of the original solicitation). Any resulting new I BPA awards will be identical in terms and conditions to the original agreements.
Additional Notes
This amendment re-opens the original solicitation for an Onboarding period, which runs concurrently with the annual I BPA review ("Rollover" modification process. During this time, existing I BPA awardees may revise rates or add resources, and new Offerors can submit quotes. Key clarifications from Q&A documents include:
- Medical Supplies: Chargeable if a pricing list was submitted and approved prior to award. Operating supplies like fuel are considered vendor-provided.
- Personnel: Individuals cannot be listed on more than one vendor's agreement. Medical Director authorization is required for EMR resources for wildland fires.
- Compliance: Contractors are solely responsible for ensuring resources meet state requirements; Medical Unit Leaders (MEDLs) are not. Noncompliance with the agreement can lead to suspension or termination.
