Quick Summary

The U.S. Department of Agriculture (USDA), Forest Service (USFS), has re-opened Solicitation 12024B23Q7002 for an open season Onboarding period for Emergency Medical Responders (EMR) for Region 13 - National. This opportunity supports local, regional, and national fire suppression and all-hazard incidents. It is a Multiple Award Incident Blanket Purchase Agreement (I-BPA) issued as Full and Open. Vendor quotes are due by April 28, 2026, at 5:00 PM MST.

Purpose & Scope

This amendment re-opens the original solicitation to conduct Onboarding, allowing new Offerors to submit quotes and existing I-BPA awardees to revise rates, modify resources, or add new resources. The requirement is for various EMR types (e.g., EMTB, EMTF, AEMT, EMTP) to operate under extreme environmental conditions. Personnel must possess required licenses, certifications (e.g., RT-130, ICS-100, NIMS IS-700), and specific equipment/PPE. Vehicles must meet state/federal laws.

Contract Details

This will result in multiple I-BPAs with a period of performance of 2 years from the date of award, subject to annual review modifications. No orders or payments are guaranteed. Proposed rates must be all-inclusive (labor, equipment, supplies, taxes, overhead, profit).

Submission & Evaluation

Quotes must be submitted through the VIPR NextGen application (https://www.fs.usda.gov/business/incident/vendorapp.php?tab=tab_d). Vendors must be registered in SAM.gov. Evaluation will be based on operational acceptability, price reasonableness, and past performance dependability risk, using the "Choosing by Advantages" method. Technical quotes, including pictures/documents, are required. Prices must be held firm for 60 days.

Key Clarifications

  • Equipment: Required medical equipment must align with state-specific medical direction and protocols. Exhibit M provides minimum equipment for EMRs, including industry-standard cardiac monitors and patient carrying devices.
  • Personnel: Licensure and certification must comply with state laws. Individuals cannot be listed on multiple vendor agreements. Medical Director authorization is required for EMR resources.
  • Onboarding: Conducted in accordance with Exhibit H, allowing for annual resource additions.

Deadline & Contact

Quotes are due by April 28, 2026, at 5:00 PM MST. For inquiries, contact Cristina Heaney at cristina.heaney@usda.gov or 406-599-3199.
