Questions & Answers / Clarifications

This document contains the first set of Questions and Answers (Q&A) related to Solicitation 12024B23Q7001 and 12024B23Q7002 for VIPR I-BPA for Advanced Life Support (ALS) and Basic Life Support (BLS) Ambulance and Emergency Medical Responder (EMR) for Region 13 - National.

• Licensure and Certification: Vendors must comply with the state laws and licensure/certification requirements of any state where they accept a resource order. This applies to ambulances, EMRs, and medical directors. Medical directors must be licensed in the state where the incident occurs.
• Resource Attributes (e.g., 4x4): Attributes listed in the solicitation do not influence DPL ranking or award preference. They are requirements specified by an incident based on the circumstances.
• Adding Resources: Exhibit H of the solicitation provides information on the annual onboarding process for adding new types of resources or additional assets during the agreement period.
• Point of Hire and Travel: Travel calculations begin and end at the Point of Hire. Exhibit A of the solicitation defines Point of Hire and Host Dispatch Centers.
• Personnel Duplication: Individuals cannot be listed on more than one vendor's agreement. Duplicate name submissions will be identified and must be resolved by the vendors.
• Medical Supplies: The list of furnished medical supplies must be submitted prior to award of the agreement.
• Medical Unit Leaders (MEDLs): MEDLs will be trained on the agreement requirements. They are not responsible for ensuring contracted resources meet state requirements; that is the contractor's responsibility.
• Best Value: The award will be based on "Choosing by Advantages," which considers factors beyond just price, including experience, competency, and history. Refer to Section B.3 of the solicitation.
• Resource Typing: An individual ambulance or EMR cannot be listed under more than one resource typing to facilitate accurate reporting.
• Noncompliance: Noncompliance with the agreement can lead to suspension or termination. Violations of state law may result in prosecution.
• Name Requesting: Name requesting specific VIPR vendors is not allowed. EERAs may be executed if VIPR resources are unavailable.
