VIPR - IBPA Potable & Gray Water Truck/Handwashing Station (Trailer Mounted) for Region 5 - Pacific Southwest Region ONLY

Solicitation / RFP / RFQ

This solicitation seeks to establish multiple Indefinite Blanket Purchase Agreements (I-BPAs) for local, regional, and nationwide fire suppression, all-hazard incidents, and prescribed fire project work. The agreements will be used by multiple State and Federal wildland fire agencies. The government is procuring potable water trucks, gray water trucks, and trailer-mounted handwashing stations.

• Potable Water Trucks: Available in four types based on gallon capacity (400-999, 1000-2499, 2500-3999, 4000+ gallons).

• Gray Water Trucks: Available in four types based on gallon capacity (400-999, 1000-2499, 2500-3999, 4000+ gallons).

• Handwashing Stations (Trailer Mounted): Available in two types based on sink count (8-11 sinks, 12+ sinks).

• Equipment must meet specific standards for construction, materials, labeling, and operational requirements, including NSF certification for potable water systems.

• Specific requirements for tanks, pumps, hoses, fittings, and bacterial testing are detailed.

• The solicitation will result in multiple I-BPAs.

• The dollar limitation for any individual order is the Simplified Acquisition Threshold (SAT).

• Placement of any orders is NOT GUARANTEED.

• The agreement period is for 3 years from the date of award, with annual review modifications.

• Quotes must be submitted through the Virtual Incident Procurement (VIPR) Next Gen System.

• Evaluation factors include: operational acceptability of equipment, price reasonableness, and past performance dependability risk.

• A 5% advantage is applied for each socioeconomic category checked (e.g., HUBZone, WOSB, 8(a)), up to a 10% cap.

• The offeror's initial offer should contain their best terms; discussions are not anticipated but may occur.

• Offerors must submit technical quotes with required pictures and documents.

• Offerors must hold prices firm for 60 calendar days from the quote due date.

• Offer Due Date: April 23, 2026, 05:00 PM MST.

• This acquisition is set aside for small business concerns.

• Vendors must be registered in SAM and have an active account.

• Corporations with tax delinquencies or felony convictions are ineligible for award.

• The solicitation references numerous FAR clauses and exhibits detailing specific requirements, terms, and conditions.

• Vendors are responsible for ensuring their equipment and personnel meet all applicable laws and regulations.

• The VIPR Next Gen system is the primary platform for this solicitation.

Amendment / Modification

This amendment re-opens Solicitation 129J6124Q7000 for an open season Onboarding period for Potable & Gray Water Truck/Handwashing Station (Trailer Mounted) for Region 5 - Pacific Southwest Region.

• The amendment re-opens the original solicitation to conduct Onboarding in accordance with Exhibit H - Special Contract Requirements.

• Onboarding is conducted under the terms of the original solicitation and issued as an amendment.

• New quote submissions must meet all Acceptability Pass/Fail requirements and will be evaluated using the same evaluation factors as the original solicitation.

• Any resulting new I BPA awards will be identical in terms and conditions to the original agreements.

• Vendor quote responses are now due no later than 04/23/2025 at 17:00 MST.

• Vendors must submit responses through the "VIPR NextGen" application.

• This amendment applies to a Multiple Award Incident Blanket Purchase Agreement (I BPA) issued as a 100% Small Business Set Aside.

• Existing I BPA awardees may revise rates, modify resources, or add new resources.

• New Offerors who meet all eligibility requirements may submit quotes for consideration.

Amendment / Modification

This document contains multiple amendments to the original solicitation (129J6124Q7000):

• Amendment 0001 (Effective 03/01/2024): Incorporates changes to update language in B.3(b) for Conflict of Interest, update Handwash Attendant language in D.2.1.2.3(b), add Exhibit J for Potable and Gray Water advantages, update State Medical requirements in D.2.2.3, and add notes in Exhibit M.
• Amendment 0002 (Effective 03/04/2024): Incorporates the San Bernardino Inspection Schedule for Region 5 under "Exhibit H - Geographic Area Terms and Conditions."
• Amendment 0003 (Effective 01/07/2025): Updates language from approved CRs and clauses through FAC 2025-02, effective January 3, 2025. Replaces Wage Determination No. 1995-0221 (Rev 63) with Wage Determination No. 1955-0221 (Rev 66) dated July 22, 2024.
• Amendment 0004 (Effective 01/13/2025): Updates contract requirements for all solicitation templates.
• Amendment 0005 (Effective 01/16/2025): Updates contract requirements for all solicitation templates.
• Amendment 0006 (Effective 01/21/2025): Replaces Wage Determination No. 1995-0221 (Rev 66) with Wage Determination No. 1955-0221 (Rev 69) dated January 16, 2025.
• Amendment 0007 (Effective 01/24/2025): Extends the hour and date specified for receipt of Offers. See Attachment for details.
• Amendment Attachment (Overflow from Box-14): Re-opens the solicitation for an "open season Onboarding" in accordance with Exhibit H. Vendor responses are due 02/25/2025 at 23:00 PST. This is an "open season" for an IBPA, not a new procurement. Award decisions will be based on the original solicitation's evaluation factors. The solicitation is a 100% Small Business Set-Aside.

Several amendments extend the offer due date or modify requirements. The "open season Onboarding" amendment re-opens the solicitation with a new due date of 02/25/2025. Award decisions for this open season will use the original solicitation's evaluation factors. Offerors must acknowledge receipt of amendments. Vendors are advised to review all amendments carefully to understand all changes and their impact on their offers.
