Scope of Work
This requirement is for the provision of water handling equipment, specifically engines, support water tenders, and tactical water tenders. These resources will be utilized for fire suppression, all-hazard incidents, and prescribed fire project work, including Burned Area Emergency Response (BAER) projects. Equipment must meet all applicable Federal and State Motor Vehicle Requirements, with specific technical criteria detailed in Section D.2 of the original solicitation. Personnel must meet minimum qualification requirements as defined by the National Incident Management System (NIMS) Wildland Fire Qualification System Guide (PMS 310-1).
Contract Details
- Type: Multiple Award Incident Blanket Purchase Agreement (IBPA).
- Set-Aside: 100% Small Business Set-Aside.
- Period of Performance: Five (5) years from the original award date, subject to annual review modifications. Any new IBPA awards issued through this Onboarding period will be identical in terms, conditions, and period of performance to the original agreements.
- Contract Type: Commercial items.
- No Guarantee: No orders or payments are guaranteed during the agreement period.
Submission & Evaluation
- Submission Method: All vendor quote responses must be submitted through the "VIPR NextGen" application, accessible at
https://www.fs.usda.gov/business/incident/vendorapp.php?tab=tab_d. - Deadline: Quotes are due no later than April 24, 2026, at 14:00 Pacific.
- Evaluation Factors: New quote submissions will be evaluated using the same factors as the original solicitation: operational acceptability, price reasonableness, and past performance dependability risk. Quotes must meet all Acceptability Pass/Fail requirements.
- Eligibility: Awards will be made to responsible quoters whose submissions are advantageous to the Government. Quotes from U.S. Government Entities will not receive an award.
Additional Notes
This Onboarding period is not a new procurement action but an amendment to the original solicitation, allowing new Offerors to submit quotes and existing IBPA awardees to revise rates, modify resources, or add new resources.
