Solicitation / RFP / RFQ

This solicitation (1202SB25Q7004) is for Weed Washing Units for the East Zone (Region 1, 2 and 4) for use on local, regional, and nationwide fire suppression, all-hazard incidents, and prescribed fire project work. The resulting agreements will be Blanket Purchase Agreements (BPAs) that may be used by multiple State and Federal wildland fire agencies. The intent is to obtain services described in Section D.1 Scope of Agreement.

• Weed Washing Units that meet specific equipment requirements (Section D.2.1), including self-contained systems with recycling water, high-pressure/low-volume or low-pressure/high-volume capabilities, and underbody washing systems.

• Equipment must be maintained in good repair and meet all applicable state and federal laws.

• Contractors must provide skilled operators knowledgeable in safe operation, maintenance, and repair.

• Personnel must comply with safety standards, including wearing appropriate PPE and adhering to work/rest guidelines.

• Vehicles and equipment must be washed and free of noxious weed seeds upon arrival.

• Compliance with all applicable FAR clauses and Executive Orders.

• The solicitation will result in multiple I-BPAs.

• The dollar limitation for any individual order is the Simplified Acquisition Threshold (SAT).

• Placement of orders is NOT GUARANTEED.

• The agreement period is for five (5) years from the date of award.

• Proposed rates shall include all associated costs (labor, equipment, insurance, profit, etc.).

• Offers must be submitted through the Virtual Incident Procurement (VIPR) System.

• Quotes will be evaluated based on operational acceptability, price reasonableness, and past performance dependability risk.

• Technical quotes must be submitted and will be evaluated on a PASS/FAIL basis.

• Offerors must register and maintain active status in the System for Award Management (SAM).

• This acquisition is set aside for Small Business (Block 10 of SF-1449).

• Socioeconomic status advantages (HUBZone, Service-Disabled Veteran-Owned, 8(A), EDWOSB, WOSB) will be applied to dispatch priority list ranking.

• The Virtual Incident Procurement (VIPR) System will be used for all pre-season incident procurements.

• Vendors must use Login.gov to access USDA eAuth protected applications.

• An open season on-ramping process may be initiated annually to add contractors and resources.

Amendment / Modification

• The Government is re-opening Solicitation 1202SB25Q7004 for an open season Onboarding period.

• Vendor quote responses are now due no later than 04/23/2026 at 16:30 MST.

• Vendors must submit responses through the "VIPR NextGen" application.

• This amendment re-opens the original solicitation to conduct Onboarding in accordance with Exhibit H – Special Contract Requirements.

• The open season Onboarding period will run concurrently with the USFS Contracting Officer's annual I BPA review (commonly referred to as the "Rollover" modification process).

• During this period, existing I BPA awardees may revise rates, modify resources, or add new resources.

• New Offerors who meet all eligibility requirements may submit quotes for consideration.

• The solicitation is being re-opened for an open season Onboarding period.

• Exhibit H – Special Contract Requirements is relevant to this onboarding.

• The deadline for vendor quote responses has been extended to 04/23/2026 at 16:30 MST.

• Submission is now required through the "VIPR NextGen" application.

Solicitation / RFP / RFQ

This solicitation seeks "Weed Washing Units" for local, regional, and nationwide use in fire suppression, all-hazard incidents, and prescribed fire project work. The resulting agreements will be Blanket Purchase Agreements (BPAs) that can be utilized by multiple State and Federal wildland fire agencies.

• Equipment: High-pressure, low-volume wash systems (potentially supplemented with low-pressure, high-volume systems). High-pressure systems should deliver over 1000 psi; high-volume systems deliver at least 10 gallons per minute. Systems must be self-contained with a recycling water system, capable of filtering water to 100 microns or less, or use a clean water final rinse. Equipment must be maintained in good repair and meet all specified standards.

• Services: Thoroughly wash vehicles and equipment to remove soil, mud, caked dirt, plant parts, seeds, and vegetative parts from all surfaces, including undercarriage, cross members, frame, skid plates, belly pans, wheels, treads, suspension, bumpers, wheel wells, radiator grills, and ledges. Services must not damage paint or electrical connections.

• Personnel: Contractors must provide at least two skilled operators knowledgeable in safe operation, maintenance, and repair of the wash system. Operators must be present at all times during operational periods and are responsible for the safe operation of the wash station. All personnel must wear proper incident attire and comply with safety standards.

• Waste Management: Contractors must capture, package, and label solid waste in secure containment packages. Solid waste disposal is the responsibility of the host agency unless otherwise identified by the government. Waste water must be contained and residues removed to prevent recontamination.

• Contract Type: Multiple agreements (I-BPAs) will be awarded. The dollar limitation for any individual order is the Simplified Acquisition Threshold (SAT).

• Period of Performance: Agreements are valid for 4 years from the date of award, with annual reviews. No orders or payments are guaranteed.

• Estimated Value: The NAICS code is 115310 with a size standard of $34,000,000.00.

• Submission: Quotes must be submitted through the Virtual Incident Procurement (VIPR) Next Gen System.

• Evaluation: Quotes will be evaluated based on operational acceptability, price reasonableness, and past performance dependability risk. A technical evaluation will be conducted, and offers must meet minimum requirements to be considered for award.
