This Statement of Work (SOW) details the requirements for the installation of a new Mass Notification System (MNS) and the replacement of heat detectors in Building 976 at Tinker Air Force Base, Oklahoma. The project involves furnishing design/engineering services, materials, labor, and associated services to accomplish the repair and replacement of the fire alarm and mass notification system and associated fire protection equipment.
Furnish design/engineering services, materials, labor, plant, tools, transportation, equipment, testing services, quality control, and incidentals.
Perform a site investigation to verify existing conditions.
Identify and perform necessary logistical, architectural, and structural work.
Provide assemblies, framework, fixtures, or apparatus not readily identified on project drawings or this SOW.
Demolish and remove the existing interior fire alarm system, including all associated equipment, wiring, and raceways.
Demolish and remove the existing interior pre-action suppression releasing system and associated equipment, wiring, and raceway for ceiling level heat detectors and the pre-action suppression control panel.
Provide and install a new Monaco MAAPX based combination fire alarm and Mass Notification system with integral Transceiver and Antenna System for Building 976.
Provide flame detection in accordance with stringent practices for aircraft hangars.
Repair and/or modify the existing fire sprinkler system to ensure proper operation as a wet-pipe system after the pre-action element is removed.
Provide triple infrared (IR) optical flame detectors and Multi-spectrum IR Flame Detectors, with specific guidance on placement, calibration, and testing.
Provide textual display signs (LED scrolling) for "EVACUATE" or "ANNOUNCEMENT".
Demolish and remove electrical components serving the existing building fire alarm system.
Provide and install new electrical components for the new building fire alarm system.
Provide a dedicated 120-volt, 20-amp circuit for the new audio control panel.
Quality control shall be executed in accordance with specification section 01 45 00.00 10.
Performance requirements for optical flame detector coverage must be met through pan fire acceptance testing.
Detectors must activate within 30 seconds of full flame development.
Textual display signs must meet NFPA 72 requirements.
Place of performance is Building 976 at Tinker Air Force Base, Oklahoma.
Working hours are generally 0700 – 1600 Monday-Friday, with utility outages as an exception. Work outside normal duty hours may be requested to meet schedule at no additional cost.
Contractor personnel require AFMC Form 387 (contractor badges) for access.
Key personnel include Project Manager (PM), Design Project Manager, Quality Control Manager (QCM), Site Safety and Health Officer (SSHO), and Project Superintendent, with specific experience requirements.
Subcontractor firms performing design must be authorized to offer engineering or architectural services.
Compliance with various UFCs, AFMANs, NFPA standards, and Tinker AFB specific standards is required.
Foreign Object Debris (FOD) awareness and prevention training is mandatory.
Work is located in an Airfield Operations area and a controlled/restricted area, requiring pre-coordination and secure area badges (AF Form 1199C).
Entry Access Lists (EAL) and Vehicle Entry Access Lists (VEAL) must be submitted 14 days prior to access.
Design submittals (35%, 65%, 95%, 100%) are required throughout the project.
Operations & Maintenance (O&M) manuals and training are required 30 days prior to final inspection.
DD Form 1354 submission is required 14 days prior to final inspection.
No Government Furnished Property is included.
Contractor shall limit storage to the immediate construction site; additional storage requires a request.
'OR EQUAL' clause applies to specified manufacturers/models, requiring detailed justification for substitutions.
