Quick Summary

The Department of the Interior, Bureau of Reclamation, is soliciting proposals for the Pojoaque Basin Regional Water System Phase II Design-Build project. This is a Hybrid Fixed Price and Progressive Design-Build contract to design and construct water infrastructure in New Mexico, with an estimated value between $180 million and $300 million. Phase One Qualifications are due May 15, 2026.

Project Overview

This project, located approximately 15 miles north of Santa Fe, New Mexico, aims to deliver 4,000 acre-feet of water annually (with a peak daily demand of 6.23 million gallons per day) to the Pueblos of San Ildefonso, Pojoaque, Nambé, and Tesuque, as well as Santa Fe County. The goal is to meet federal clean drinking water standards and ensure compatibility with the existing Phase 1 infrastructure.

Contract Details

  • Contract Type: Hybrid Fixed Price and Progressive Design-Build.
  • Estimated Value: $180,000,000 - $300,000,000.
  • Period of Performance: 180 days for design, followed by 1,120 days for construction, commissioning, and performance testing (total 1,300 days).
  • Set-Aside: Full and open competition; no set-aside. Small Business Participation is a Phase Two evaluation factor.
  • NAICS Code: 237110 - Water and Sewer Line and Related Structures Construction (Size Standard: $45 million).
  • PSC Code: Y1NE - Construction Of Water Supply Facilities.
  • Minimum Bonding Capacity: $280,000,000.

Key Requirements

The project involves a two-phase progressive design-build approach. The design phase will utilize existing 60-100% designs, incorporate value engineering, and achieve 90% design completion, leading to a fixed-price proposal for construction. The construction phase includes completing 100% design, building approximately 40 miles of pipeline, new pump stations, and tanks, along with inspection, cultural monitoring, system disinfection, and as-built drawings. Post-construction requirements include testing, operator training, and 6 months of technical support. Compliance with federal, state, tribal, environmental, and cultural resource commitments is mandatory.

Submission & Evaluation

This is a two-phase selection process:

  • Phase One Qualifications Due: Friday, May 15, 2026, at 5:00 PM Mountain Time.
  • Past Performance Questionnaires (PPQs) Due: Thursday, May 15, 2026, at 5:00 PM.
  • Phase Two Proposal Due: Wednesday, July 1, 2026, at 5:00 PM MST (for the three most highly qualified firms). Evaluation for Phase One focuses on Technical Qualifications, Project Team Organization and Key Personnel, and Past Performance (all equal importance). Phase Two evaluation considers Technical factors (Design Concept, Technical Approach, Small Business Participation) significantly more important than Price. A $250,000 stipend will be provided to unsuccessful Phase II Offerors who submit complete proposals. Offerors must be registered in SAM; evidence of registration date is required with Phase 1 proposal if pending.
