Phase 2 must be compatible with the ongoing Phase 1 construction.
Scope of Work
The contractor will execute a progressive design-build approach:
- Design Phase: Utilize existing 60-100% design drawings and a WaterGEMS model, incorporating value engineering and innovative technology to achieve 90% design completion. This phase involves iterative design and cost estimation, culminating in a fixed-price proposal for construction.
- Construction Phase: Complete 100% design and construction, including inspection, cultural monitoring, system disinfection, acceptance testing, startup, and as-built drawings. Integration of specified existing drinking water infrastructure is required.
- Post-Construction Phase: Includes pump station testing, demonstration testing, operator training, and 6 months of technical support. Key requirements include providing facilities meeting federal clean drinking water standards, accommodating varying production quantities (170,000 GPD to 6.23 MGD), ensuring compatibility with Phase 1, implementing an effective safety program, and complying with environmental and cultural resources commitments.

Submission & Evaluation
This is a two-phase design-build selection process:
- Phase One (Qualifications): Offerors submit qualifications including Technical Qualifications (up to three projects per specialty, total 12, within last 10 years), Project Team Organization and Key Personnel, and Past Performance Questionnaires (PPQs). Phase One-Factor 1 (General Technical Approach) has been deleted.
- Phase Two (Request for Proposals): The three most highly qualified firms from Phase One will be invited to submit technical and price proposals, including Design Concept, Technical Approach, and Small Business Participation. A stipend of $250,000 will be provided to unsuccessful Phase II Offerors who submit complete proposals. Evaluation will be based on a best value process, with technical factors combined being significantly more important than price.
