Submission & Evaluation
This is a two-phase selection process:
- Phase One Qualifications Due: Friday, May 15, 2026, at 5:00 PM Mountain Time.
- Past Performance Questionnaires (PPQs) Due: Thursday, May 15, 2026, at 5:00 PM.
- Phase Two Proposal Due: Wednesday, July 1, 2026, at 5:00 PM MST (for the three most highly qualified firms). Evaluation for Phase One focuses on Technical Qualifications, Project Team Organization and Key Personnel, and Past Performance (all equal importance). Phase Two evaluation considers Technical factors (Design Concept, Technical Approach, Small Business Participation) significantly more important than Price. A $250,000 stipend will be provided to unsuccessful Phase II Offerors who submit complete proposals. Offerors must be registered in SAM; evidence of registration date is required with Phase 1 proposal if pending.
