Scope of Work

The scope includes comprehensive architectural and engineering design services, site investigations, and the preparation of complete design packages (35%, 65%, 95%, and 100%). Construction involves building a new approximately 11,500 SF Chiller Plant, demolishing Building 109, relocating/protecting impacted utilities, installing upgraded chilled-water capacity, and constructing a second-floor walkway connecting to the existing Chiller Plant (Building 113). The new plant must include full generator backup and integrate all utility connections, physical security, and traffic/access maintenance. All work must comply with VA Design Guides, Master Specifications, and applicable codes (IBC, NFPA, OSHA).

Contract Details

This will be a Firm-Fixed-Price (FFP) contract with an estimated period of performance of approximately 730 calendar days from the Notice to Proceed. The acquisition is Unrestricted, but requires a Small Business Subcontracting Plan and adherence to VAAR Attachment 12, which limits subcontracting to non-SDVOSB/VOSB firms (e.g., not more than 85% for general construction, excluding materials). Prevailing wages under the Davis-Bacon Act and Service Contract Act apply. FAR Clause 52.222-90, "Addressing DEI Discrimination by Federal Contractors," has been added.

Submission & Evaluation

This is a two-phase Design-Build selection process.

  • Phase I proposals must include SF 1442 and address Technical Approach, Technical Qualifications, and Past Performance, without any pricing information. Resumes count towards the overall page limit. Offerors can submit one past performance project based on their proposed AE designer or major design subcontractor's experience, provided specific conditions are met. Projects under $20 million may be considered a weakness. A maximum of five Offerors will be selected for Phase II.
  • Phase II proposals will be evaluated on Technical Solution, Draft Project Schedule, Small Business Participation, and Price. Award will be made to the responsible Offeror whose proposal represents the best value to the Government using a Trade-Offs method. A bid bond is required for Phase II.

Key Clarifications & Requirements

Specific brand-name items are justified for standardization and compatibility, including Johnson Controls Inc (JCI) MetaSys (BAS), JCI C Cure 9000 PACS System, Siemens Pytronics (Fire Alarm), and Sargent Lockset (Door Hardware). Dual hatting for team members is generally not allowed unless qualifications for a second discipline are deemed expert and approved by the VA. Designers/Consultants involved in the construction documents are precluded from participating as Prime, Mentor-Protégé, or subcontractor. All personnel working within VA facilities require a VA PIV Card. The VA will contract an independent third-party commissioning agent.
