Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the "VHA Master Specifications" for "Resurface Campus Roads" (Project 589A6-26-449) at the Dwight D. Eisenhower VAMC in Leavenworth, KS. The primary objective is to resurface campus roads and the dock at Building 160.

• Base Bid Item I: Resurface campus roads/dock at Building 160, including removal and replacement of associated curbs, and reapplication of pavement markings.

  • Mill and overlay of existing "asphalt service road" to the north of Building 160 (Sta. 0+00 thru Sta. 7+00).
  • Asphalt overlay to connect "concrete service court" area and two "asphalt drive" areas from the south side of the "asphalt service road" to Building 160.
  • Remove and replace existing "concrete service court" PCC concrete paving at Building 160 (dock area).
  • Remove and replace existing curbs abutting the south side of the "asphalt service road" and the "concrete service court".
  • Reapply pavement markings to match existing.

• The total work, including final cleanup and punch list items, shall be completed within 180 calendar days after the date of receipt of the Notice to Proceed.

• Location: Dwight D. Eisenhower VAMC, Leavenworth, KS.

• Safety: Adherence to safety requirements outlined in Section 01 35 26, including an Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs).

• Security: Compliance with VA security management program, including identification, permission, and restricted access. No unauthorized photography. VA reserves the right to shut down the project in a national emergency.

• Operations: Minimize interference with normal Medical Center operations, including utility services and fire protection systems. Deliveries and equipment storage must be managed to avoid disruption.

• Utilities: Maintain existing utility services. Coordinate any necessary interruptions with the COR. Connection fees for new permanent utility services are the Government's responsibility.

• Phasing: The Medical Center operates 24/7; therefore, all work must be scheduled and coordinated with the COR to ensure no lapses in operation.

• Site Access: Keep roads, walks, and entrances clear of construction materials, debris, and equipment. At least one lane must remain open to traffic when excavating for new utility lines crossing existing roads.

• Protection: Protect existing vegetation, structures, equipment, and utilities. Repair any damage caused by the contractor.

• Disposal: Manage and dispose of construction and demolition waste in accordance with federal, state, and local regulations. Minimize landfill disposal through salvage, recycling, or reuse.

• Testing: Materials testing and inspection services are required as per Section 01 45 29, "Testing Laboratory Services."

• Submittals: Shop drawings, product data, and samples are required as per Section 01 33 23.

• Waste Management: Develop and implement a construction waste management plan as per Section 01 74 19.

• Demolition: Demolition work must comply with Section 02 41 00.

• Earthwork: Excavation, fill, backfill, and site restoration must comply with Section 31 20 11.

• Concrete: Cement and concrete for exterior improvements must comply with Section 32 05 23.

• Asphalt Paving: Hot asphalt concrete pavement construction must comply with Section 32 12 16.

• Pavement Markings: Application of paint and reflective glass beads must comply with Section 32 17 23.

• Drawings and contract documents may be obtained from the solicitation posting website.

• At least one dock and access must remain open at all times during construction.

• Dumpsters can be relocated as needed.

• All work must be performed within 180 calendar days of the Notice to Proceed.
