Purpose

The USACE Vicksburg District aims to refine the design and acquisition strategy for the Yazoo Backwater Pumping Plant, which is currently at a 10% conceptual design stage.
Project Scope
The Yazoo Backwater Pumping Plant (YBWPP) project involves the construction of a 25,000 CFS pumping plant adjacent to the Steele Bayou Drainage Structure in Vicksburg, MS. The plant will manage water levels in the Yazoo Backwater Area. Key features include an 800 ft access bridge, a pile-founded pumping plant building (approx. 200 ft by 500 ft) housing 14 x 1,800 CFS axial-flow pumps with 5000 HP electric motors, and associated infrastructure like formed suction intakes, access tunnels, and retaining walls. Partial site development has already been completed.
Potential Construction Contracts
The project anticipates three major construction contract opportunities:
- Inlet and Outlet Channel Excavation: Up to $50M bonding requirement.
- Foundation & Site Development: Up to $100M bonding requirement.
- Pumping Plant Construction: Over $1B bonding requirement, including supply, installation, and start-up of pumps.
Acquisition Strategy (Proposed)
The USACE is considering:
- Single Award Task Order Contracts (SATOCs) for Site Preparation/Foundation and Channel Excavation.
- A two-phase approach for the Pumping Plant Construction, involving Pre-Qualification of Sources and Early Contractor Involvement (ECI) with stipends for design review, leading to a final competitive solicitation among pre-qualified firms.
Industry Day & One-on-One Sessions
