Scope of Work
This project involves the comprehensive removal of existing 2,500-gallon gasoline and 6,000-gallon diesel Underground Storage Tanks (USTs), associated piping, electrical systems, and dispensing equipment. The contractor will then procure and install new double-walled USTs of the same capacities, a new dual-product fuel dispenser on the pier, and a second dual-product dispenser for land-based equipment (as a supplemental CLIN). The scope also includes new piping, electrical work, alarm systems, concrete pads, and necessary repairs to the pier structure and roadway. All work must comply with federal, state, and local regulations, including those from the EPA, DOT, DEC, OSHA, and Nassau County Department of Health, as well as the Secretary of the Interior's Standards for Historic Properties. The contractor is responsible for temporary fuel storage, soil testing, hazardous waste disposal, site cleanup, restoration, and obtaining all required permits and inspections.

Submission & Evaluation
Award will be based on a Lowest Price Technically Acceptable (LPTA) methodology, considering Technical Approach, Past Performance, and Price. Proposals must be submitted via email to durba.ray@dot.gov and cc brian.wiley.ctr@dot.gov. Submissions must adhere to the updated Statement of Work (SOW) from Amendment 7 and include the updated pricing sheet. Proposals require three separate volumes: Technical (Volume I), Past Performance (Volume II), and Price (Volume III), with pricing information strictly excluded from Volume I. Offerors must acknowledge all amendments in their proposal. Past Performance Questionnaires (PPQs) must be emailed directly by the offeror's references to durba.ray@dot.gov before the RFQ closing date; they should not be included with the proposal. A Bid Bond (SF24) is required.
