This document provides answers to vendor questions regarding the JOMU Replace Damaged Fiber Line RFI (Request for Information).

• Site Diagram Request: Vendors requested a site diagram showing building locations, conduit paths, and the location of Main Distribution Frames (MDFs) and Intermediate Distribution Frames (IDFs) within each building. Photos of the IDFs were also requested.
• Information Provided: The document includes several images labeled "Adobe Rack," "Fiber Adobe," "Fiber Maint," "Maint Adobe Map," and "Maint Rack," which appear to be visual aids related to the fiber optic infrastructure. Specific numerical identifiers like "1614805-4889500" and "center1333500" are also present.

This RFI response aims to provide visual and contextual information to assist vendors in understanding the physical layout and components related to the fiber optic repair opportunity. It addresses the need for site-specific details to help vendors estimate cable lengths and other requirements.

Amendment / Modification

• Includes an additional solicitation attachment: Attachment 5 RFI Answers V1, which contains additional pictures and maps of the site.

• Attachment 5 (RFI Answers V1) has been added.

• The solicitation closing date remains unchanged at May 28, 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

To install a certified structured fiber optic cabling system connecting the John Muir National Historic Site (JOMU) Maintenance Building Intermediate Distribution Frame (IDF) to the JOMU Adobe Building IDF, and to perform OTDR testing on existing fiber between the Visitor Center and Muir House.

• Demolition: Remove existing six-strand single-mode fiber cable and two fiber splice enclosures.

• Installation: Install new single-mode fiber backbone between buildings using existing conduit pathways.

  • Includes installation of grounding busbars, rack-mounted fiber enclosures, and 2-inch EMT sleeves with fire-sealing.
  • Rod and rope existing conduit (approx. 1,350 linear feet) and seal designated conduits.
  • Furnish and install one six-strand OS2 indoor/outdoor OFCP-rated single-mode fiber optic cable (approx. 1,500 feet) with service loops and pull string.
  • Terminate all fiber strands with LC connectors, bond cables, and provide machine-generated labeling.

• OTDR Testing: Perform bi-directional OTDR testing on existing 6-strand single mode fiber cable between the Visitor Center and Muir House to verify continuity, attenuation, and usability.

• Patch Cords: Provide and install two OS2 LC-to-LC duplex fiber patch cords (1 meter each).

• Work Locations: JOMU Maintenance Building IDF, JOMU Adobe Building IDF, JOMU Visitor Center, JOMU Muir House, and existing underground conduit pathways.

• Period of Performance: 30 Days after contract award.

• Schedule: Standard work hours are Monday through Friday, 8:00 AM – 5:00 PM. Construction start is approximately ten (10) days after contract award.

• All work must be completed in accordance with applicable industry standards, project drawings, and manufacturer requirements.

• Work must be performed by qualified personnel in a neat and workmanlike manner.

• Provide electronic copies of all fiber test results and as-built documentation.

• Salvaged materials become the property of the Contractor.

Solicitation / RFP / RFQ

• Estimated Value: The government seeks offers in the range of $10K - $30K, but this is not a ceiling or floor.

• Evaluation Factors: Price, Schedule, Technical Approach, and Past Performance.

• Small Business Status: Quoters must represent in good faith that they meet the applicable small business size standard.

• SAM Registration: Required for award.

• Buy American Act: Applies to construction materials. Offerors must use domestic construction materials unless an exception is granted.
